Elf Lubrifiants SA (“Elf”) is a publicly-held corporation organised
under the laws of France that produces and distributes petroleum-based
lubricants.
24. Elf claims that on 2 August 1990 it held legal title to 26.695 tons
of marine lubricants (the “lubricants”) that were being stored by Kuwait
Oil Tanker Co. (...) The list
states the total value of the lubricants as US$30,541.
28. To obtain corroboration of the prices listed by Elf, the Panel has,
with the assistance of its consultants, referred to prices charged at that
time by other suppliers of marine lubricants. These confirm that the
prices listed by Elf correspond to the retail prices of the lubricants.

Servicing, repair and maintenance of vehicles are estimated at
$300 per month per vehicle ($46,800). Petrol, oil and lubricants are estimated at an
average fuel consumption of 300 litres per month per vehicle at $0.42 per litre plus
10 per cent of the fuel cost for lubricants ($21,600).

$14,200 is required for fuel and lubricants for one 75 kVA generator, two 16 kVA
generators and one 50 kVA generator, which are used as a back-up power supply for

operating costs of the United Kingdom Support Regiment, which withdrew in
December 1993. The Force’s effort to streamline its centralized vehicle pool
system and to enforce stricter control over trip ticket procedure has resulted
in a more efficient use of its vehicles and a reduction in the overall use of
petrol, oil and lubricants, resulting in savings of $99,600 under this item.
