Pilots who understand the airplane energy state will be in a position to know instantly what options they may have to maneuver their airplane and therefore manage the trajectory. (...) An airplane wing can approach the stall angle of attack at any airspeed (beware that at airspeeds above design maneuver speed, V A or near maximum flap speeds V FE , the wing can generate enough lift to cause it to fail due to structural overload before reaching the stall angle of attack). (...) Except in crosswind takeoff and landing, keeping the sideslip as close to zero as possible will ensure that the maximum amount of lateral control is available for maneuvering. Rudder should only be used in combination with ailerons/spoilers to eliminate sideslip, not create it.

This situation explains a significant reduction of digital uses by vulnerable populations. 3.3 - Local interconnections between digital terminals Commercial offers sometimes offer to link digital terminals to each other, either for the purposes of graphic printing, or for the transfer of photographic images (portable terminal or tablet to computer), or for the use of a dual screen (computer to digital TV screen). Whether these maneuvers are simple or complex to perform, it must be recognized that most device manuals are written in an incomplete way and that it is often impossible to obtain the desired result, even with the help of a after-sale service. If the remote control of these functions should in principle lead to the implementation of one of the three standard technical processes, the maneuver must be reinitialized for each of the transmissions and, unfortunately, this access is often not available for all broadcasts. On the other hand, the maneuver must be reactivated after each voluntary interruption of the sound channel.

(AMAN: Abrupt maneuvre) 1 Usage Notes: • This category includes the intentional maneuvering of the aircraft to avoid a collision with terrain, objects/obstacles, weather or other aircraft (Note: The effect of intentional maneuvering is the key consideration). • Abrupt maneuvering may also result in a loss of control or system/component failure or malfunction. In this case, the event is coded under both categories (e.g., AMAN and Loss of Control–Inflight (LOC–I), AMAN and System/Component Failure or Malfunction (Non- Powerplant) (SCF–NP), or AMAN and System/Component Failure or Malfunction (Powerplant) (SCF–PP)). • Abrupt maneuvering may also occur on ground; examples include hard braking maneuver, rapid change of direction to avoid collisions, etc. (...) Minimize the adverse environmental effects of civil aviation activities 1 INTRODUCTION 1.1 KCAA has embarked on implementation of MLAT system that is expected to operate independently for detections of aircraft/vehicles and vehicles on the maneuvering area (runway, Taxiways and Apron) at the following airports;  Moi International Airport (MIA) - Mombasa  Wilson APIRG/23– IP/12 -2-  Kisumu  Malindi 1.2 The system is expected to enhance provision of ATM in a variety of applications, from “radar-like” air traffic control purpose to enhanced situational awareness of surface movements by aerodrome controllers. (...) Vehicles must have their transponder on at all times while on the maneuvering area and apron. Interrogation is on 1030MHZ while reply is on 1090MHZ. 2.8 Aerodrome control will use MLAT to maximize utilization of RWYs and confirm that traffic is following instructions to and from the RWYs.

DISCUSSION 2.1 ARMA and MIDRMA convened several meetings to discuss the steadily rising Large Height Deviations at the MID Region and AFI Region's borders.. 2.2 As a result of these coordination failures, Yemen ACC, which operates procedurally because it lacks surveillance, changed its operating practices and stopped issuing climb and descend clearances close to the boundary to mitigate the risk of a conflict at the boundary. 2.3 Because these occurrences happen often and may potentially cause a severe risk, the ICAO MID Region office has asked the AFI Region for assistance to address this extremely complicated issue involving several stakeholders, including ANSPs and Airlines. 2.4 ICAO MID organized a Virtual AFI MID ATM coordination meeting held on 28 June – 2 July 2021, Virtual ATM SG/8 meeting 15-18 November 2021 and Virtual MID RMA board 17 meeting 18 Jan 2022 all addressed the Issue of LHD but so far, no prompt action has been taken. 2.5 With regard to the Reporting Point (RP) PARIM & TORBA, it has been noticed from the periodical reports received from the pilots and Aden approach unit, that the said RPs always have LHD reports due to a large number of scheduled, unscheduled and uncoordinated traffic from all the states passing over/crossing PARIM at a time. 2.6 This is because of the non-receipt of the timely Flight Plan messages, Departure messages followed by Estimate messages to those countries/ states over whose airspace/FIR an aircraft is intended to fly. 2.7 Para 2.1.1 of annex 2, the rules of the air shall apply to aircraft bearing the nationality and registration marks of a Contracting State, wherever they maybe to the extent that they do not conflict with the rules published by the State having jurisdiction over the territory overflown. 2.8 Article 12 of Chicago convention states Each contracting State undertakes to adopt measures to ensure that every aircraft flying over or maneuvering within its territory and that every aircraft carrying its nationality mark, wherever such aircraft maybe, shall comply with the rules and regulations relating to the flight and maneuver of aircraft therein force.
