Res. and Dec. of the Council of the ITU – 157 – (6.2 – United Nations and other organizations) 7 requests all States, as well as the specialized agencies and international institutions, to withhold assistance of any kind from the Governments of Portugal and South Africa and from the illegal racist minority régime of Southern Rhodesia until they renounce their policy of colonial domination and racial discrimination, 8 declares that the practice of using mercenaries against movements for national liberation and independence is punishable as a criminal act and that the mercenaries themselves are outlaws, and calls upon the Governments of all countries to enact legislation declaring the recruitment, financing and training of mercenaries in their territory to be a punishable offence and prohibiting their nationals from serving as mercenaries, 9 requests the colonial Powers to dismantle their military bases and installations in colonial Territories and to refrain from establishing new ones and from using those that still exist to interfere with the liberation of the peoples in colonial Territories in the exercise of their legitimate rights to freedom and independence, 10 once again condemns the policies, pursued by certain colonial Powers in the Territories under their domination, of imposing non-representative régimes and constitutions, strengthening the position of foreign economic and other interests, misleading world public opinion and encouraging the systematic influx of foreign immigrants while displacing, deporting and transferring the indigenous inhabitants to other areas, and calls upon those Powers to desist from such maneuvers, 11 requests the Special Committee to continue to perform its task and to seek suitable means for the immediate and full implementation of the Declaration in all Territories which have not yet attained independence, 12 requests the Special Committee to make concrete suggestions which could assist the Security Council in considering appropriate measures under the Charter of the United Nations with regard to developments in colonial Territories which are likely to threaten international peace and security, and recommends that the Council take such suggestions fully into consideration, 13 requests the Special Committee to continue to examine the compliance of Member States with the Declaration and with other relevant Resolutions on the question of decolonization, particularly those relating to the Territories under Portuguese domination, Southern Rhodesia and Namibia, and to report thereon to the General Assembly at its twenty-fourth session, 14 invites the Special Committee to pay particular attention to the small Territories and to recommend to the General Assembly the most appropriate methods and also the steps to be taken to enable the populations of those Territories to exercise fully their right to self-determination and independence, 15 urges the administering Powers to cooperate with the Special Committee by permitting the access of visiting missions to the colonial Territories in accordance with decisions previously taken by the General Assembly and by the Special Committee, 16 decides to establish a Preparatory Committee for the Tenth Anniversary of the Declaration on the Granting of Independence to Colonial Countries and Peoples, consisting of the members of the Special Committee and six other members to be nominated by the President of the General Assembly in consultation with the Chairman of the Special Committee, and requests that Committee to prepare a special programme of activities in connection with the tenth anniversary of the adoption of the Declaration with a view to finding further ways and means to expedite the achievement of the objectives set forth in the Declaration, and to report to the General Assembly at its twenty-fourth session,

The DPRK shall remain unmoved even if dozens or hundreds of such special rapporteurs as this “rapporteur” are to be fabricated and, under whatever circumstances, strongly strike back at these relentless maneuvers. As long as the decision-making process of the 5th Session of the Human Rights Council has been turned into the one which justifies ill-minded political objectives of the United States, Japan and EU member states aimed at DPRK, the delegation of the DPRK does not feel necessary to remain in the most discriminate and most biased decision-making process where the renewal of the mandate of the “rapporteur” is to be forcibly enforced and, accordingly, declares resolutely that it shall not participate in that process.

A code of conduct in outer space, as proposed, would mean: no simulated attacks on space assets and satellites, no dangerous maneuvers, advance notice of maneuvers, no harmful laser use, mitigation of debris, advance notice of launch, regulation of access and launch, and no interference with national technical means.

It seems that increasing pressure from various corners and the threat of procedural and legalistic maneuvers have created a spirit of uncertainty and unease. Not only have we been confronted with legal arguments according to which our draft resolution should be submitted to a qualified majority of all Member States, pursuant to resolution 53/30 — with all due respect, we find that utterly wrong and biased — but we were also confronted with procedural maneuvers today that would engulf the whole membership and would leave everybody confused and frustrated.
