The Conference recognizes that the nuclear-weapon States parties to the Treaty reaffirmed their commitment not to transfer to any recipient whatsoever nuclear weapons or other nuclear explosive devices, or control over such weap- ons or explosive devices directly, or indirectly, and not in any way to assist, en- courage or induce any non-nuclear weapon State to manufacture or otherwise ac- quire nuclear weapons or other nuclear explosive devices, or control over such weapons or explosive devices. (...) The Conference recognizes that the non-nuclear-weapon States parties to the Treaty reaffirmed their commitment not to receive the transfer from any transferor whatsoever of nuclear weapons or other nuclear explosive devices, or of control over such weapons or explosive devices directly, or indirectly, not to manufacture or otherwise acquire nuclear weapons or other nuclear explosive devices, and not to seek or receive any assistance in the manufacture of nuclear weapons or other nuclear explosive devices.

Based on the economic feasibility and environmental and public health benefits of eliminating mercury-added LFLs, and considering the near-universal availability of mercury-free alternatives, these products should be banned for manufacture, import and export by 2025. LFLs are declining in sales around the world thanks to the market adoption of LED retrofit tubes. (...) Nowadays, CCFLs are obsolete products from the viewpoint of manufacture.” It should be noted that in the preamble text of Annex A in the Minamata Convention, an allowance is made for CCFL and EEFL where they are being supplied as a spare part: (c) Where no feasible mercury-free alternative for replacement is available, switches and relays, cold cathode fluorescent lamps and external electrode fluorescent lamps (CCFL and EEFL) for electronic displays, and measuring devices; This text can remain in the Convention, to allow for exceptional cases where old electronic displays are still in use and people wish to continue to use them.
