Despite an investment of 1.2 billion Brazilian reales by the federal Government to create additional prison capacity, the continual increase in the prison population, combined with an official penitentiary capacity of merely 376,669 prisoners, has created a penitentiary system marked by endemic overcrowding – in one State at 265 per cent beyond capacity. 18. From the information available, the Special Rapporteur understands that they are the target of systematic threats and serious harm to their physical and psychological integrity, including sexual violence and killings during arrests and detention, by police and penitentiary agents, as well as by fellow inmates. 34. (...) Staff members often have very poor training, generally marked by a militarized approach that ill equips them to deal appropriately with the complexity and tension that constitutes their day-to-day work.

Guatemalan society is marked by long-standing inequalities and discrimination that can be traced back to the dispossession and social exclusion of its original inhabitants resulting from the Spanish conquest and colonization of Central America. (...) The continuing reverberations of the civil war, together with marked structural and de facto discrimination and inequality have led to a stark contrast in health outcomes between the indigenous and criollo communities. (...) Although educational coverage has increased significantly, with net primary school enrolment rates rising from around 50 per cent in the 1970s to approximately 80 per cent by 2000, approximately one-third of indigenous girls are not enrolled.35 Illiteracy poses a major problem throughout Guatemala, and is most marked among indigenous peoples: 38 per cent of indigenous women are illiterate. 36 This directly affects health outcomes, as use of planned methods of contraception is significantly lower in illiterate populations. 27 WHO, Guatemala: Country Cooperation Strategy at a Glance (May 2007, Geneva), p. 1.

While Security Council resolution 2178 (2014) includes a definition of foreign terrorist fighter, the Working Group notes that not all foreign fighters are foreign terrorist fighters, as not all foreign fighters target civilians or belong to terrorist groups. However, there is reason for concern that, as States seek to implement resolution 2178 (2014), they will equate “foreign fighter” with “foreign terrorist fighter”. 10. (...) A number of European Union institution measures therefore target online propaganda and hate speech, notably through the European Union Internet Referral Unit.

He is concerned that the Government of Kyrgyzstan has been caught up in “legislative fever” around counter-terrorism, and that the more recent amendments have had the effect of instrumentalizing the citizenship policy in practice so as to strip certain individuals of their citizenship on the pretext of national security. This appears to target and impact disproportionately and unreasonably specific minorities, potentially stripping mainly Uzbeks and Uighurs of their citizenship and rendering them stateless. 29. (...) Although it is possible that some progress has been made, the absence of disaggregated data, and in some cases the refusal to provide to the Special Rapporteur with updated data where it may exist, would suggest there has been no marked improvement in the situation. Some civil society representatives expressed the opinion, based on their observations despite the absence of official disaggregated data, that the proportion of minorities in sections of the civil service, particularly in the State’s security apparatus, had in fact been in decline.

States and the international community have acknowledged the adverse effects of illicit financial flows in the 2030 Agenda for Sustainable Development. Target 16.4 of the Sustainable Development Goals explicitly notes the commitment of States to significantly reduce illicit financial and arms flows, strengthen the recovery and return of stolen assets and combat all forms of organized crime. (...) The Independent Expert has always underlined that, in order to meet target 16.4, countries of origin and of destination must make joint efforts. (...) Switzerland has committed itself to significantly reducing illicit financial and arms flows and to strengthening the recovery and return of stolen assets by 2030, in line with target 16.4 of the Sustainable Development Goals.

(...) They are in danger because they tend to commit offences and live in very precarious conditions, marked by fear, hunger and abandonment.14 2. Recruitment and exploitation 40. (...) The hotline established in the framework of the campaign receives many calls from people who think the hotline advertises employment opportunities abroad, as it is so frequent in Romanian newspapers.
