REPORT OF THE UNITED NATIONS HIGH COMMISSIONER FOR HUMAN RIGHTS :ADDENDUM
In spite of recent efforts to address the issues of justice and security, the level of impunity and insecurity continues to be of great concern. Mounting insecurity marked political debates, with strong calls for repressive measures, while a weak justice system has been unable to tackle impunity. 4. (...) Moreover, these mechanisms do not target the root causes of these conflicts and the institutional response fails to assume the standards of a multicultural and inclusive State. (...) Journalists are also the target of frequent attacks. During 2010, the Human Rights Section of the Public Prosecutor’s Office received 27 reports related to threats, coercion, injuries and other attacks against journalists. 45.

NOTE VERBALE DATED 16 MARCH 2017 FROM THE PERMANENT MISSION OF GERMANY TO THE UNITED NATIONS ADDRESSED TO THE SECRETARIAT OF THE UNITED NATIONS FORUM ON FORESTS
The indicator for the SDG target 15.2 on sustainable forest management was initially classified as Tier 3, indicating the need to further elaborate on it. (...) It is thus proposed to classify indicators in a “traffic light” (green/yellow/red) system, to indicate their readiness and feasibility of use, and to allow inclusion of “ambitious” indicators requiring further work, which would be classified as “yellow”, while indicators not recommended for further consideration would be marked as red. - noted the tight timelines for providing input to the further development of SDG 15.2.1 (by mid-January) and providing input to developing goals and targets of the IAF Strategic Plan by mid-December; - noted that the proposed set of indicators might be amended, taking into account the goals and targets under the Strategic Plan adopted by the special session of UNFF in January 2017; - proposed that an online consultation be set up for countries and key stakeholders to reflect on the proposed of global core set; - proposed that a task force be established to further develop and revise the proposed global core set of forest-related indicators, considering comments received; E/CN.18/2017/7 7/15 17-06827 (C) - proposed that the revised global core set be finalized at an expert consultation including both users and suppliers of information.

REPORT OF THE SPECIAL RAPPORTEUR ON THE RIGHT TO FREEDOM OF OPINION AND EXPRESSION, AMBEYI LIGABO : ADDENDUM
The ELN (Ejército de Liberación Nacional) is the other guerrilla group still active, with 4,000 fighters. Marked by a strong political orientation, FARC were initially close to the fight between peasants and landlords, but became a redoubtable war machine responsible for many human rights violations. 13. (...) In order to maintain their position and salary, and beset by the fear of becoming a target of paramilitary groups, many journalists have preferred to keep a low profile or, in numerous cases, to espouse the predominant political current of opinion. (...) In Colombia, despite the crucial role women play in almost all sectors of the society, sexual matters are still marked by male dominance. For instance, government officials have often used concepts such as “homosexuality” and, words like “homosexual” to denigrate their political enemies.

REPORT OF THE SPECIAL RAPPORTEUR ON EXTRAJUDICIAL, SUMMARY OR ARBITRARY EXECUTIONS, CHRISTOF HEYNS : ADDENDUM
The Afghanistan Independent Human Rights Commission and the UNAMA Human Rights Unit found that many attacks were carried out in civilian areas where the military target was not clear or was unknown. An increase in the use of improvised explosive devices and of suicide attacks, including some defined as “complex”,33 was reported in places such as bazaars, ministries or commercial areas, or alongside roads busy with civilian traffic.34 32. In 2010, anti-Government elements used unlawful means of warfare, including asymmetric tactics,35 in particular improvised explosive devices and suicide attacks, which appeared to target military objects but in fact caused increased numbers of civilian deaths and injuries, systematically terrorized the civilian population and restricted access to essential services in many areas affected by the conflict.36 There was a substantial increase in the use of larger and more sophisticated improvised explosive devices.
