We reiterate our commitment to shape the post-Nairobi work with development at its center and commit to advancing negotiations on the remaining DDA issues as a matter of priority, including all three pillars of agriculture (i.e. market access, domestic support and export competition), non -agricultural market access, services, development, Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPs) and rules. (...) We recognize strengthened labor market institutions and policies can support productivity and promote decent work, and therefore higher, sustainable wage growth, in particula r for the low-income workers.

Since 2010, a series of labour market reforms (laws 4019/2011, 3996/2011, 3986/2011, 4024/2011 and 4052/2012) have been implemented with the professed aim of increasing the competitiveness of the economy and boosting growth prospects. (...) In addition, the labour market reforms under the adjustment programme have undermined the realization of the right to work.

The struggle to secure land or ancestral domains is a leading cause of instability in areas inhabited by indigenous communities. 6 In the 2014 Human Development Report, the Philippines scored 0.406 in the Gender Inequality Index, reflecting inequalities in labour market participation, political representation and access to health services. 8. The Plan sets out a number of policies aimed at pursuing rapid and sustainable economic growth and development as a means of empowering the poor and marginalized segments of society through social protection interventions. Many women in coastal areas are directly engaged in capture activities, assisting their husbands in fishing or related activities, such as gathering shells, drying and selling fish and repairing nets, for household food consumption or for selling to the market. It is furthermore to a large extent market driven. As a result, most care homes will only accept those older persons who can live independently and not those who have more complex needs due to cognitive conditions, such as dementia, or other neurological and mental health conditions, such as depression, or those who need palliative care.66 With an ageing population, demand for palliative care increases. Digital technology for ageing is also recognized as promoting industrial upgrading and boosting new drivers of economic development.72 China pursues a public-private partnership model, encouraging market entities to engage in the provision of care services for older persons, improve the quality and capacity of such services and satisfy demand for diversified and multilayered care for older persons.73 Local governments, for instance, are also providing subsidies for artificial intelligence firms, such as in Shenzhen. 53. Many of the private partners in the area of the older person care industry are investors or property developers rather than professional providers of older person care services.75 Involving market forces in the provision of public services gives rise to new challenges as the government turns from a provider into a supervisor and regulator.76 Rather than using administrative measures in dealing with the market, there is a need to leverage market mechanisms and tools and to ensure a human rights-based approach, a role to which local governments may be less accustomed.77 55.
