Innovative ways to mobilize substantial financial resources, including new and additional resources can be grouped into four areas: - Direct Commercial Financing Mechanisms, such as portfolio equity instruments, public-private instruments; - Direct Concessionary Financing Mechanisms, for example National Desertification Funds (NDFs), debt-for-nature swaps, small- and medium-scale enterprise credit lines, small targeted grants; - Market Development Mechanisms, in particular Clean Development Mechanisms (CDM), water resource use charges, tradable development rights; - Structural Mechanisms, such as fiscal instruments, environmental performance bonds. 12. They are found in all segments of society: business, academics, arts and culture, bureaucracy, professional groups, international organizations, religious institutions, political activists, social workers and many other backgrounds. 19. The cost of language courses in Estonian was seen as a major obstacle for the economically marginalized segments of the population. The reimbursement of the expenses with language courses was not seen as helpful, since it only applies after the exam and covers exclusively candidates that are successful in the language examinations. (...) They underlined the importance that the role of large segments of the Russian-speaking community in the process that led to Estonia’s restoration of independence should be recognized.

It also aims at taking into consideration the contribution of foreigners to the South African labour market, which should not have an adverse impact on existing labour standards and the rights and expectations of South African workers. The Special Rapporteur expressed concern at the absence of thorough data and statistics concerning not only the migrants present in the country but also the needs of the labour market and demand for the services of migrant workers. 47. To ensure that no one is left behind, the State response covers all vulnerable segments, including IDPs, prisoners, persons with disability, and migrant workers returning from abroad. 3.1 Efforts to mitigate the impact of COVID-19 To contain the virus and to lessen socio-economic implications, Myanmar has emphasized the implementation of four ‘P’s, namely: Political leadership, Preventive measures, People’s participation, and Partnership. (...) Myanmar has been working in partnership with the ILO to conduct research on the pandemic’s impact on the labor market and organized trainings for workers. Moreover, the Government is welcoming back thousands of Myanmar migrant workers through border check points and by relief flights.
