He has been responsible for providing business analysis design lead and project management in a number of IT projects at various stages in his career with UNHCR; particularly, he has ongoing experience with ProGres V4 software development project, performing a Business Analyst role for the last two years; in parallel, since 2011, he took part in another software development project dubbed ProGres Lite; in late 1997, he was tasked with analyzing the UNHCR return strategy in Bosnia and turning it into the return process management system; he has been involved in several software development projects for the former Field Software Development Unit; outside UNHCR, he lead the establishment of an IT company offering web design, hosting and administration, be-spoke software development and other IT services on a local market. (...) The Tribunal takes note of the Applicant’s very vague contention that he has been responsible for providing business analysis, design lead and project management in a number of IT projects at various stages in his career with UNHCR, such as, starting late 1997, analyzing the UNHCR return strategy in Bosnia and turning it into the return process management system and, outside Case No. (...) UNDT/2014/104 Page 13 of 15 UNHCR, leading the establishment of a private IT services company operating in a local market. Nevertheless, even if such management and business analysis related components in his previous positions were to be taken into account, it is dubious, to say the least, that the Applicant’s cumulated experience in the said fields reached the required ten years, with five of them “in an international capacity”. 30.

In order to comply with Security Council Resolutions 1503 and 1534, and to implement the “completion strategy” of the ICTR, the Registrar of the ICTR established an ad hoc Staff Retention Task Force on 16 July 2007. (...) The Respondent continued that the Applicant had testified that he was aware that the ICTR was embarking upon a completion strategy, and for some time it was understood by him that all trials would be completed by the end of 2008. He also knew that posts were abolished and that at some stage, he would be in the job market. 16. On the subject of irreparable harm, the Applicant testified to the hardship that will be caused should the non-renewal of his contract be allowed to stand.

The TSI Strengthening Section provides support through training and advisory services to help TSIs to reinforce and/or develop their strategy. Information Developing a strategy means making deliberate decisions about markets, products and services. (...) The best way to define those strategic and organizational goals is through a rigorous analysis of the choices made on governance and resource management. A strategy design process should cover the following basics regardless of which tools the organization chooses to apply: Review of official and unofficial mandates of the TSI Specify the general goals of the organization Appraise trade support services providers Identify target market Evaluate target market needs Analyze existing supply of services for target market Detect gaps between needs and supply Decide which segments to serve Select the combination of services to provide Examine the contribution of services to TSI goals Confirm all assumptions are in line with reality A successful strategy requires different techniques to identify the needs and desires of prospective clients.
