Calls for the strengthening of national and multilateral approaches and international cooperation, such as the COVAX Facility created within the ACT-A, and other relevant initiatives as appropriate, in order to facilitate equitable and affordable access to COVID-19 vaccines in armed conflict situations, post-conflict situations and complex humanitarian emergencies, stresses the need to develop international partnerships particularly to scale-up manufacturing and distribution capabilities, in recognition of differing national contexts, and notes the need to maintain incentives for the development of new health products; and recognising the role of extensive immunisation against COVID-19 as a global public good for health; 2. (...) Calls for full, safe, and unhindered humanitarian access, without delay, for humanitarian personnel and medical personnel, their equipment, transport and supplies, in order to facilitate, inter alia, COVID-19 vaccinations, as appropriate, and calls for the protection, safety, and security of such humanitarian and medical personnel, and in this regard urges all parties to protect civilian infrastructure which is critical to the delivery of humanitarian aid for essential services concerning vaccinations and related medical care, in situations of armed conflicts and complex humanitarian emergencies; 5. Demands that all parties to armed conflicts fully comply with their obligations under international law, including international human rights law, as applicable, and international humanitarian law, in particular their obligations under the Geneva Conventions of 1949 and the obligations, as applicable, under the Additional Protocols of 1977 and 2005, to ensure the respect and protection of all medical personnel and humanitarian personnel exclusively engaged in medical duties, their means of transport and equipment, as well as hospitals and other medical facilities; 7.

They are used in processes for food and beverage packaging, piping, medical product manufacturing and recycling. Melt pressure products entered the market in the 1950s, initially protected by a patent, which influenced their supply and market prices. (...) Currently, melt pressure products are not covered by the Minamata Convention. (...) In addition, the majority of manufacturers also produce melt pressure transducers which use silicon oil as an alternative transmission medium. Although these products have limits on the temperature which they can withstand, their use is ideal in food, medical and pharmaceutical applications.

The country is almost entirely dependent upon foreign pharmaceutical supplies and heavily dependent on imports of medicine.26 Sanctions have blocked purchases of items such as human albumin, immunoglobulin and other blood products, affecting, for example, 5,859 people suffering from haemophilia and Guillain-Barré syndrome. (...) The hospital lacks basic medicine, medical equipment and instruments, and can no longer provide food for the patients.

However, it does not restrict trade in equipment and products not included in the relevant list. (10) In order to take technological developments into account, the list of equipment and products should be kept under review. (...) (12) The proposed Regulation does not impose any restrictions on the use, production, marketing and sales within the internal market of the equipment and products concerned. The Commission encourages Member States to take supplementary measures, especially on production of such equipment and products, and expects that they do so in the short term (...) (7) It is therefore appropriate to lay down Community rules on trade with third countries in equipment and products which could be used for the purpose of capital punishment and in equipment and products which could be used for the purpose of torture and other cruel, inhuman or degrading treatment or punishment.

One possible explanation provided by medical staff at Hospital 601 is that this could be undiagnosed vitiligo. 5.24 Some of the scarring and epithelial proliferation (hypertrophic and keloid scars) may be the result of inadequate access to medical care, post injury. (...) During the course of that visit, they received medical records and written testimonies from personnel who treated the casualties.
