The exploration of complaints received by the Commissioner on violation of the rights to education showed that the wider the coverage of problems, the more complicated their solution. These issues have an impact on rights and interests of more poorly protected category of population, i.e children. (...) Commissioner recommended the adoption of the Law “on Domestic Violence”. As it was mentioned before, adoption of the Law of the Republic of Azerbaijan “on Preventing Domestic Violence” dated 22 June 2010 has considerable importance in protecting children against violence used on the ground of the family relationship. Taking into account the fact that majority of children returned to families encounter financial hardships, the Ombudsman office with the purpose of partial solution of this problem collaborated with the SOS Children Village Association and within the framework of “Strengthening Family” Project, every month 11 children from 6 families are provided with food.

Bioenergy and biofuels were mentioned by many countries as a major factor in the solution, but only if carefully managed to prevent unintended impacts on the food supply and environment. (...) While many spoke of solar and wind power, it was emphasized that current renewables are dominated by hydro-power and several countries mentioned their progress with geothermal energy. (...) However, it should be noted that neither the provision of expelled Azerbaijani population with accommodation facilities, nor the solution of their social problems will address the root causes of their forceful displacement. In the very report, the mandate on the A/HRC/22/G/12 3 GE.13-11863 human rights of IDPs of the Human Rights Council in his conclusions and recommendations has rightly pointed out to the voluntary return as the preferred solution for the majority of IDPs in Azerbaijan and renewed his appeal to the international community to strengthen their efforts to achieve a peaceful solution to the conflict between the Republic of Armenia and the Republic of Azerbaijan and implement the UN Security Council resolutions calling for the withdrawal of occupying forces and secure the return in safety and dignity of displaced persons to their places of origin. (...) The Government of the Republic of Azerbaijan hence expresses its deep concern over the mentioned mass media reports. The Government believes that abusing the vulnerable conditions of refugees fleeing the ongoing crisis in Syria though their treatment as “required tools” for the achievement of political gains is both illegal and immoral.

The rights to water and to sanitation are not specifically mentioned in the Constitution of Slovenia. However, the independent expert was assured that the right to water enjoys Constitutional protection. (...) A more sustainable solution is needed, however, since the option to purchase the supplementary water may not be available indefinitely. (...) With regard to water, while household connections are the ideal solution, in the meantime, efforts must be made to find interim solutions.

As mentioned above, the Special Rapporteur advises that all durable solutions are options open to IDPs in keeping with the IASC Framework on Durable Solutions for Internally Displaced Persons. 25. (...) According to the above-mentioned UNHCR participatory assessment, mental health problems and psychological stress were reported to be relatively common amongst IDPs. (...) The Frente POLISARIO recalls that on 30 August 1988 the representatives of the Kingdom of Morocco and of the Frente POLISARIO expressed their agreement in principle to the settlement proposals presented on 11 August 1988 by the Secretary-General of the United Nations and the Special Envoy of the then Chairman of the Assembly of Heads of State and Government of the Organization of African Unity (OAU) for a just and definitive solution of the question of Western Sahara in conformity with General Assembly resolution 1514 (XV) by means of a cease-fire and the holding of a referendum without military or administrative constraints to enable the people of Western Sahara, in the exercise of their right to self-determination, to choose between independence and integration with Morocco3. The Frente POLISARIO, while denouncing the illegality of the presence of the Moroccan National Council on Human Rights Commissions operating in Dakhla and Laayoune (outside the internationally recognized boundaries of the Kingdom of Morocco) calls upon the Office of the United Nations High Commissioner for Human Rights to enhance cooperation with the Frente POLISARIO, which is ready to facilitate visits to the region.

The Director of the school reported several threats by Transdniestrian militia during the past three days to call her in for investigation of alleged illegal conduct in management of the school. She mentioned these threats to Mission members a number of times, as they seemed to have frightened her considerably. (...) Tense exchanges between city administration and school leaders continue. Negotiations for a solution The OSCE Mission had been in contact with the Moldovan Ministry for Reintegration on 25 and 26 July to investigate possible means of easing tensions and finding a solution to the schools issue.

In addition, it should be mentioned at this point that the Turkish Cypriot relevant authorities did not receive any request regarding information on children living in the Turkish Republic of Northern Cyprus. Without prejudice to our foregoing position, it needs to be noted that the issue of Maraş (Varosha) has always been discussed as part of a negotiated solution and needs to be discussed and solved under UN auspices within the framework of a comprehensive agreement. Moreover, in paragraphs 37 and 38 of the Report, where the situation of religious monuments in both the North and South are mentioned, it is highly disappointing to see that the Report cites the Special Rapporteur on freedom of religion or belief, Heiner Bielefeldt’s personal observations as regards the concerns of the Greek Orthodox minority in the North as if they are fact, while the destruction or lack of care of Islamic religious monuments in the South are mentioned as allegations, implying that only the claims of the Greek Cypriot side are regarded as facts, but those of the Turkish Cypriot side as being questionable.

It was pointed out that the question of accountability had been one of the thorniest issues in finding an agreement and that some aspects of the solution found had been subject to strong national and international criticism. (...) Interviewers also need to understand that children and other victims are part of the solution to a conflict and the future of a country. (...) The redaction of information and the assistance with translation were mentioned as important tasks of the IIIM in its cooperation with prosecutors.
