The Government should urgently develop a sustainable solution to ensure adequate
housing with access to safe drinking water and sanitation for people living with HIV/AIDS.

The exploration of complaints received by the Commissioner on violation of the rights to
education showed that the wider the coverage of problems, the more complicated their
solution. These issues have an impact on rights and interests of more poorly protected
category of population, i.e children. (...) Commissioner recommended the adoption of the Law “on Domestic Violence”. As it was
mentioned before, adoption of the Law of the Republic of Azerbaijan “on Preventing
Domestic Violence” dated 22 June 2010 has considerable importance in protecting children
against violence used on the ground of the family relationship.
(...) Taking into account the fact that majority of children returned to families encounter
financial hardships, the Ombudsman office with the purpose of partial solution of this
problem collaborated with the SOS Children Village Association and within the framework
of “Strengthening Family” Project, every month 11 children from 6 families are provided
with food.

carefully managed to prevent unintended impacts on the food supply and environment.

recommendations has rightly pointed out to the voluntary return as the preferred solution
for the majority of IDPs in Azerbaijan and renewed his appeal to the international
community to strengthen their efforts to achieve a peaceful solution to the conflict between
the Republic of Armenia and the Republic of Azerbaijan and implement the UN Security
Council resolutions calling for the withdrawal of occupying forces and secure the return in
safety and dignity of displaced persons to their places of origin. (...) The Government of the Republic of Azerbaijan hence expresses its deep concern
over the mentioned mass media reports. The Government believes that abusing the
vulnerable conditions of refugees fleeing the ongoing crisis in Syria though their treatment
as “required tools” for the achievement of political gains is both illegal and immoral.

The rights to water and to sanitation are not specifically mentioned in the
Constitution of Slovenia. However, the independent expert was assured that the right to
water enjoys Constitutional protection. (...) A more
sustainable solution is needed, however, since the option to purchase the supplementary
water may not be available indefinitely. (...) With regard to water, while household connections are the ideal
solution, in the meantime, efforts must be made to find interim solutions.

Displaced Persons.

problems and psychological stress were reported to be relatively common amongst IDPs.

The Frente POLISARIO recalls that on 30 August 1988 the representatives of the Kingdom
of Morocco and of the Frente POLISARIO expressed their agreement in principle to the
settlement proposals presented on 11 August 1988 by the Secretary-General of the United
Nations and the Special Envoy of the then Chairman of the Assembly of Heads of State and
Government of the Organization of African Unity (OAU) for a just and definitive solution
of the question of Western Sahara in conformity with General Assembly resolution 1514
(XV) by means of a cease-fire and the holding of a referendum without military or
administrative constraints to enable the people of Western Sahara, in the exercise of their
right to self-determination, to choose between independence and integration with
Morocco3.

implementation of the above mentioned treaties’ provisions.
The Frente POLISARIO, while denouncing the illegality of the presence of the Moroccan
National Council on Human Rights Commissions operating in Dakhla and Laayoune
(outside the internationally recognized boundaries of the Kingdom of Morocco) calls upon
the Office of the United Nations High Commissioner for Human Rights to enhance
cooperation with the Frente POLISARIO, which is ready to facilitate visits to the region.

The OSCE Mission had been in contact with the Moldovan Ministry for Reintegration on 25

discussed and solved under UN auspices within the framework of a comprehensive

monuments in both the North and South are mentioned, it is highly disappointing to see that
the Report cites the Special Rapporteur on freedom of religion or belief, Heiner
Bielefeldt’s personal observations as regards the concerns of the Greek Orthodox minority
in the North as if they are fact, while the destruction or lack of care of Islamic religious
monuments in the South are mentioned as allegations, implying that only the claims of the
Greek Cypriot side are regarded as facts, but those of the Turkish Cypriot side as being
questionable.
