SUBMISSION FROM A PARTY ON AGENDA ITEM 16 : SUBSIDIARY BODY FOR IMPLEMENTATION, 26TH SESSION, BONN, 7-18 MAY 2007
The United Nations General Assembly has adopted resolutions 2065 (XX), 3160 (XXVIII), 31/49, 37/9, 38/12, 39/6, 40/21, 41/40, 42/19 and 43/25, in which it recognizes the existence of a sovereignty dispute over the “Question of the Malvinas Islands” and urges the governments of the Argentine Republic and the United Kingdom of Great Britain and Northern Ireland to resume negotiations in order to reach as soon as possible, a peaceful and definitive solution to the dispute. The United Nations Special Committee on Decolonization has repeatedly stated its position along the same lines, most recently through the resolution adopted on 15 June 2006. (...) The Argentine Republic requests that, in accordance with Editorial Directive ST/CS/SER.A/42 of the United Nations Secretariat and Resolution 2.9, agreed with the British Party within the framework of the Agreement on the Conservation of Albatrosses and Petrels, in all documents mentioning the Malvinas, South Georgias and South Sandwich Islands and the surrounding maritime spaces, the double nomenclature established in the above documents be used, as follows: in Spanish Islas Malvinas (Falkland Islands), Islas Georgias del Sur e Islas Sandwich del Sur (South Georgias and South Sandwich Islands), and in English Falkland Islands (Islas Malvinas), South Georgias and South Sandwich Islands (Islas Georgias del Sur e Islas Sandwich del Sur) Furthermore, also in accordance with the Editorial Directive of the United Nations and the Resolution mentioned, where a reference to the Malvinas, South Georgias and South Sandwich Islands may raise or bear upon the question of sovereignty over these territories and the surrounding maritime spaces, a footnote must be included with the following text: “A dispute exists between the Government of Argentina and that of the United Kingdom of Great Britain and Northern Ireland with regard to sovereignty over the Falkland Islands (Malvinas Islands), South Georgias and South Sandwich Islands (Islas Georgias del Sur e Islas Sandwich del Sur), and the surrounding maritime spaces”

In addition, it should be mentioned at this point that the Turkish Cypriot relevant authorities did not receive any request regarding information on children living in the Turkish Republic of Northern Cyprus. Without prejudice to our foregoing position, it needs to be noted that the issue of Maraş (Varosha) has always been discussed as part of a negotiated solution and needs to be discussed and solved under UN auspices within the framework of a comprehensive agreement. Moreover, in paragraphs 37 and 38 of the Report, where the situation of religious monuments in both the North and South are mentioned, it is highly disappointing to see that the Report cites the Special Rapporteur on freedom of religion or belief, Heiner Bielefeldt’s personal observations as regards the concerns of the Greek Orthodox minority in the North as if they are fact, while the destruction or lack of care of Islamic religious monuments in the South are mentioned as allegations, implying that only the claims of the Greek Cypriot side are regarded as facts, but those of the Turkish Cypriot side as being questionable.

During his meetings in Baghdad with the Ministry of Foreign Affairs, the Special Rapporteur also raised the issue of persons missing since 1980 (see previous reports of the Special Rapporteur), and renewed his appeal to the Government to invest efforts to find a solution to this issue. The Special Rapporteur said that he would forward a list of approximately 2,000 Iraqis which he had received during his mission to Iran in January 2002, and would urge the Government to investigate the cases mentioned. 56.

In accordance with above-mentioned principles and essence of the UPR mechanism, Armenia should not have touched upon the issues of Nagorno-Karabakh conflict and situation on human rights in Azerbaijan in its national report. For example, CERD has emphasized that “While acknowledging the efforts of State Party to find a peaceful solution to the conflict over Nagorno-Karabakh, the Committee is deeply concerned about the persistence of this conflict and its negative influence, at the national and regional levels, on the exercise and full enjoyment of the rights enshrined in the Convention, in particular by internally displaced persons”. 50. (...) The Republic of Azerbaijan supports a peaceful solution of the Armenia-Azerbaijan Nagorno-Karabakh conflict, which should be based on norms and principles of international law, including respect to territorial integrity, sovereignty and inviolability of internationally recognized borders of states.

UNCCD needs better knowledge management systems and Early Warning and Drought Monitoring Systems, while traditional knowledge should be given higher consideration. 7. In a solution-oriented approach, speakers suggested to establish a unified methodology for measuring drylands, and launch a credible and authoritative science - policy interface for UNCCD, including academia, the private sector, and regional balance and to create synergies among the Rio and related Conventions and processes such as UNFF. Leveraging resources and increasing funds under the GEF focal area on Land Degradation was mentioned as key, while steering public finance to LD and fitting investments into the larger development framework should be fostered. (...) Speakers noted that investment in drylands can address migration and decrease urbanization problems, while regional coordination on sand and dust storms represent good solution examples. They called for increased coordination between CSOs, agencies and national action plans, and increased initiatives and opportunities at the international level for investors based on agreed-upon principles related to bio-energy and land. 19.

This is due to the fact that Turkey is an influential and respected member of the international community and is an example for all other states, especially for other members of the Minsk Group, who were given a mandate within the framework of the mentioned UN and OSCE documents. The multifaceted cooperation between Azerbaijan and Turkey has been the basis for development, progress, stability and security in the South Caucasus region for almost 30 years and acts as a leitmotif for all continental and global projects and initiatives. (...) If our appeals to the international community to expel these terrorist groups from the internationally recognized territories of the Republic of Azerbaijan do not work, the solution to this problem, which poses a serious threat to international and regional peace and security, will be possible by ending the occupation of our territories only by the armed forces of Azerbaijan.
