POSSIBLE LONG-TERM FINANCING OPTIONS FOR THE STRATEGIC APPROACH TO INTERNATIONAL CHEMICALS MANAGEMENT
Moving beyond government resources, the need to tap into resources in the private sector was mentioned by many participants. Furthermore, some participants highlighted the need to look at ways to use resources more efficiently. (...) Numerous participants called for a solution to long-term Strategic Approach funding as part of the wider chemicals and wastes cluster. They argued for integrating resources into one solution to, among other things, reduce administrative costs so as to make more resources available for implementation activities.

The Commissioner pays regular attention to the IDPs, receives their complaints and assists in solution of their problems. For rational solution of these problems the Commissioner has been closely co-operating with the UN High Commission for Refugees (UNHCR). (...) However, a number of problems were defined and consequently respective proposals were addressed to the relevant state authorities for solution of these problems. For instance, the Commissioner noted lack of economic opportunities and labour places in rural areas and high rate of unemployment among the IDPs. (...) Kälin for drawing attention to such important problem as establishing and preserving of peace as the major factor for solution of the problems of IDPs in Azerbaijan4. Only peaceful solution of the Nagorno Karabakh war and establishment of lasting peace and culture of tolerance will provide the IDPs with the opportunity to realise their rights and return to their native lands and homes.

The Government should urgently develop a sustainable solution to ensure adequate housing with access to safe drinking water and sanitation for people living with HIV/AIDS. 20. (...) The merits of dry sanitation should be highlighted as a viable solution for the entire country, rather than as a “temporary” solution for informal settlements or rural areas, so as to end the perception that dry sanitation represents lesser technology. The exploration of complaints received by the Commissioner on violation of the rights to education showed that the wider the coverage of problems, the more complicated their solution. These issues have an impact on rights and interests of more poorly protected category of population, i.e children. (...) Commissioner recommended the adoption of the Law “on Domestic Violence”. As it was mentioned before, adoption of the Law of the Republic of Azerbaijan “on Preventing Domestic Violence” dated 22 June 2010 has considerable importance in protecting children against violence used on the ground of the family relationship. (...) Taking into account the fact that majority of children returned to families encounter financial hardships, the Ombudsman office with the purpose of partial solution of this problem collaborated with the SOS Children Village Association and within the framework of “Strengthening Family” Project, every month 11 children from 6 families are provided with food.

However, it should be noted that neither the provision of expelled Azerbaijani population with accommodation facilities, nor the solution of their social problems will address the root causes of their forceful displacement. In the very report, the mandate on the human rights of IDPs of the Human Rights Council in his conclusions and recommendations has rightly pointed out to the voluntary return as the preferred solution for the majority of IDPs in Azerbaijan and renewed his appeal to the international A/HRC/22/G/12 GE.13-11868 3 community to strengthen their efforts to achieve a peaceful solution to the conflict between the Republic of Armenia and the Republic of Azerbaijan and implement the UN Security Council resolutions calling for the withdrawal of occupying forces and secure the return in safety and dignity of displaced persons to their places of origin. (...) The Government of the Republic of Azerbaijan hence expresses its deep concern over the mentioned mass media reports. The Government believes that abusing the vulnerable conditions of refugees fleeing the ongoing crisis in Syria though their treatment as “required tools” for the achievement of political gains is both illegal and immoral.

The rights to water and to sanitation are not specifically mentioned in the Constitution of Slovenia. However, the independent expert was assured that the right to water enjoys Constitutional protection. (...) A more sustainable solution is needed, however, since the option to purchase the supplementary water may not be available indefinitely. (...) A/HRC/18/33/Add.2 14 GE.11-14322 solution, in the meantime, efforts must be made to find interim solutions.

The Frente POLISARIO recalls that on 30 August 1988 the representatives of the Kingdom of Morocco and of the Frente POLISARIO expressed their agreement in principle to the settlement proposals presented on 11 August 1988 by the Secretary-General of the United Nations and the Special Envoy of the then Chairman of the Assembly of Heads of State and Government of the Organization of African Unity (OAU) for a just and definitive solution of the question of Western Sahara in conformity with General Assembly resolution 1514 (XV) by means of a cease-fire and the holding of a referendum without military or administrative constraints to enable the people of Western Sahara, in the exercise of their right to self-determination, to choose between independence and integration with Morocco3. (...) This declaration has, as of 23 June 2015, the effects mentioned in Article 96, paragraph 3, of Protocol I5. (...) A/HRC/45/G/14 4 GE.20-13610 • The International Convention for the Protection of All Persons from Enforced Disappearance (20 December 2006); • The Convention on the Rights of the Child (20 November 1989); • The Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict(25 May 2000); • The International Convention on the Elimination of All Forms of Racial Discrimination (21 December 1965); • The Convention on the Elimination of All Forms of Discrimination against Women (18 December 1979); • The Convention on the Rights of Persons with Disabilities (13 December 2006) The Sahrawi National Commission for Human Rights, created in January 2014 in conformity with the Paris Principles, will continue to play a key role in educating the Sahrawi people (both parts of the Berm) and in monitoring the respect and the implementation of the above mentioned treaties’ provisions. The Frente POLISARIO, while denouncing the illegality of the presence of the Moroccan National Council on Human Rights Commissions operating in Dakhla and Laayoune (outside the internationally recognized boundaries of the Kingdom of Morocco) calls upon the Office of the United Nations High Commissioner for Human Rights to enhance cooperation with the Frente POLISARIO, which is ready to facilitate visits to the region.

The Director of the school reported several threats by Transdniestrian militia during the past three days to call her in for investigation of alleged illegal conduct in management of the school. She mentioned these threats to Mission Members a number of times, as they seemed to have frightened her considerably. (...) Tense exchanges between city administration and school leaders continue. Negotiations for a Solution The OSCE Mission had been in contact with the Moldovan Ministry for Reintegration on 25 and 26 July to investigate possible means of easing tensions and finding a solution to the schools issue.

As mentioned above, the Special Rapporteur advises that all durable solutions are options open to IDPs in keeping with the IASC Framework on Durable Solutions for Internally Displaced Persons. 25. (...) According to the above-mentioned UNHCR participatory assessment, mental health problems and psychological stress were reported to be relatively common amongst IDPs. (...) Achieving a durable solution enables IDPs to resume their normal life.

To avoid significant debate on their complicated nature and delays this could create, agreement was reached that references to the wastes as mentioned in paragraphs 2(b) and 2(c) above for now would be limited to their inclusion in the Harmonized System Explanatory Notes. (...) Their safe packaging, handling, transport and processing in an environmentally sound manner can then be prescribed by Parties. 5. Wastes mentioned in paragraphs 2(b) and 2(c) are now incorporated in the Fourth Edition (2007) of the Harmonised System Explanatory Notes as follows: Heading 26.21 Ash and clinker of mineral origin produced primarily from burning coal, lignite, peat or oil in utility boilers. (...) One possibility would be to provide text in the Harmonised System General Explanatory Notes indicating that provisions include articles and parts that are no longer functional but this would not be straightforward as they would need to be presented as wastes when in reality they would not be regarded as such by many. Another solution could be to include products of concern that contain hazardous components in the “Table Establishing a Correlation Between the Harmonised System and Selected International Conventions” (the Correlation Table3) compiled by the World Customs Organization. 8.
