Through asserting “the self determination of the Nagorno-Karabakh people” the Armenian
side confirms once again that Armenia is on the path of achieving the annexation of
Azerbaijani territories that it captured using military force and in which it has carried out
ethnic cleansing.
The realization of self-determination provided for the independence of colonial territories
and could also be applied in the case of foreign occupation. (...) The content of the mentioned document pertaining to “the ethnic cleansing of Armenians
and unleashing a war against Armenia” represents none other than yet more mere verbiage
uselessly rending the air against the background of the facts irrefutably testifying to the
opposite.
(...) But unfortunately, as the result of expulsion of Azerbaijanis and ethnic cleansing
there are no Azerbaijanis in Armenia.

Namely, as a result of the ethnic cleansings of 1991 -1993 and 1998, approximately 450 000 persons
were expelled from places of their permanent residence: approximately 20 000 persons from the
Tskhinvali Region/South Ossetia, Georgia in 1991-1992; approximately 370 000 persons from
Abkhazia, Georgia in 1992-1993; and approximately 60 000 from the Gali district Abkhazia, Georgia
in 1998. In addition, as a result of ethnic cleansing during the 2008 August War and its aftermath,
tens of thousands IDPs and refugees from the Akhalgori district and its adjacent areas , as well as
Kodori Gorge/Upper Abkhazia were expelled from places of their permanent residence.

called “Treaty on Alliance and Strategic Partnership" with its occupation regime in Sokhumi and
the so called “Treaty on Alliance and Integration” with its occupation regime in Tskhinvali: thus
going well beyond its military occupation and laying ground for annexation

Since the August War of 2008, the international community has been calling on the Russian
Federation to bear responsibility for violations of human rights in the territories of Georgia
which are under Russia’s effective control.4 The UN Human Rights Committee issued
recommendations to the Russian Federation on the issue at its 97th (2009) and 113th (2015)
sessions.

According to the European Parliament, “whereas Russia [in 2014] continues to occupy the
Georgian regions of Abkhazia and the Tskhinvali region/South Ossetia, in violation of the
fundamental norms and principles of international law; whereas ethnic cleansing and forcible
demographic changes have taken place in the areas under the effective control of the occupying
forces, which bear the responsibility for human rights violations in these areas, including
violations of the rights to free movement, people-to-people contacts and education in one’s
native language.”6
1.3 Occupation line and installation of barbed wire fences
The occupation line along the administrative boundary line (ABL) with Abkhazia and the
Tskhinvali Region separates Georgia from its two occupied territories.

The events in Kosovo and Metohija that took place from March 17 to March 19,2004, assuming the
proportions of a pogrom and ethnic cleansing of Kosovo Serbs, unveiled the failure of the U.N.
(...) The post-war period aside, the largest Kosovo Serb migration wave was recorded precisely in
the early 1980s.
The major ethnic cleansing of Serbs took place before the March 17 pogrom - they were brutally
driven out of their homes after June 1999. (...) In other words, the Serbs would be entitled to parts of the territory that links in a natural way Serb-
dominated settlements, in which they previously did not make up a majority, but to which the Serbs
exiled from their homes during the ethnic cleansing operation tend to return. This is a major
precondition for the future areas of territorial autonomy to have the characteristics of a region.

In all parts of Bosnia and Herzegovina, forced displacement
was deliberately used by the warring parties to create ethnically homogeneous areas,
which constitutes a crime against humanity now commonly referred to as ethnic cleansing.

inhabitants, had been uprooted. (...) Also, contrary to Annex 7 to the Dayton Peace Agreement, political
institutions at entity, cantonal or municipal level refrained from supporting minority returns or
even opposed them actively with the aim of maintaining or continuing ethnic cleansing.
Although substantial financial aid to assist and sustain returns was available at the time due to
the international communitys focus on return, the political will to use it was missing.
15. (...) In Bosnia and
Herzegovina, the international community through the Dayton Peace Agreement has clearly
prioritized return over local integration in order not to legitimize ethnic cleansing. Returnees
are entitled, according to guiding principle 29, to be protected against discrimination and to
recover their property or to receive compensation for lost property.
