AMENDMENTS TO CHAPTER 6.7 OF THE MODEL REGULATIONS ON THE TRANSPORT OF DANGEROUS GOODS, [REQUIREMENTS FOR THE DESIGN, CONSTRUCTION, INSPECTION AND TESTING OF PORTABLE TANKS] / TRANSMITTED BY THE EXPERT FROM GERMANY
The main disadvantages of the cubic root formula are as follows: - Its application to metals with properties less than those of mild steel (aluminium alloys e.g.) results in thinner wall thicknesses than needed to cover the same amount of loads the equivalent shell made of mild steel is able to do (...) - Its application to metals with properties better than those of mild steel (austenitic steels e.g.) results in thicker wall thicknesses than needed to cover the same amount of loads the equivalent shell made of mild steel is able to do. (...) Description of a reference tank Where protection of the shell is provided, the required basic wall thickness of 6 or 5 mm e.g. related to mild steel may be reduced in the proportion to the protection provided (up to a maximum reduction of 2 mm related to mild steel).

BACKGROUND DOCUMENT CONCERNING PROPOSALS BY THE GOVERNMENT OF GERMANY FOR ADEQUATE EQUIVALENCE MINIMUM WALL THICKNESS FORMULA (TRANS/WP.15/1999/49), ABSOLUTE MINIMUM WALL THICKNESS (TRANS/WP.15/1999/50), REAR PROTECTION OF TANKS (TRANS/WP.15/1999/15), ALTERNATIVE ARRANGEMENTS/PROTECTION AGAINST DAMAGE (TRANS/WP.15/1999/51) / TRANSMITTED BY THE GOVERNMENT OF GERMANY
Therefore, the main disadvantages of the cubic root formula are as follows: Its application to metals with properties inferior to those of mild steel (e.g. aluminium alloys) results in thinner wall thicknesses than needed to cover the same amount of loads the equivalent shell made of mild steel is able to do. Its application to metals with properties superior to those of mild steel (e.g.austenitic steels) results in thicker wall thicknesses than needed to cover the same amount of loads the equivalent shell made of mild steel is able to do. (...) Therefore, it is necessary to introduce a suitable formula, which allows to apply the basic 6 mm/mild steel - requirement e.g. as an adequate level of safety for other metals than mild steel, primarily.

Penalties consisted of imprisonment for terms of six months to four years, penalties that were too mild for the severity of the offence. 9. Mrs. SANTOS PAIS said that sanctions other than imprisonment could be imposed, such as fines. 10. (...) Appropriate measures must be adopted to bring an end to the vicious circle of poverty, delinquency and crime among minors, while avoiding any temptation towards "social cleansing" whereby law enforcement officials reportedly cleared the streets of abandoned CRC/C/SR.189 page 6 children whom they regarded as potential offenders. (...) VELEZ (Colombia) stressed that the "social cleansing" indulged in by certain members of the police and armed forces was not government policy.

CHAPTER 6.8 [RID/ADR] : ADEQUATE EQUIVALENT MINIMUM WALL THICKNESS FORMULA / TRANSMITTED BY THE GOVERNMENT OF GERMANY
Even when a metal other than mild steel has to be used, the relevant basic requirement (e.g. a wall thickness of 6 mm with regard to reference mild steel) must be met in terms of type and size. This is why the wall thickness of a tank, in a metal other than reference mild steel, must be determined in terms of the significant properties of the material and the reference mild steel, on the basis of the prescribed basic wall thickness (e.g. 6 mm). (...) If the tank wall whose thickness is to be determined and which is made of a metal other than reference mild steel has the same significant properties as a basic tank wall (e.g. with a thickness of 6 mm), made of reference mild steel, the requirements of 6.8.2.1.18 and 19 must be adequately met.
