PROPOSAL FOR AMENDMENTS TO ANNEXES A AND B OF ADR. ADEQUATE EQUIVALENCE MINIMUM WALL THICKNESS FORMULA : ADR MARGINAL 21X 127(3) AND (4) / TRANSMITTED BY THE GOVERNMENT OF GERMANY
Accident evaluations and tests performed show that the present “equivalence or cubic root formula” for determining wall thicknesses of tanks having material characteristics different to those of mild steel does not lead to tank designs with equivalent safety levels. (...) Therefore a small ad hoc Working Group was looking for solutions to replace the present cubic root formula to ensure equivalent safety levels of tank walls made of different metallic materials referring to basic safety levels given by tank walls made of reference mild steel having wall thicknesses of 4 respectively 6 mm. (...) For materials stronger than mild steel solutions based on the new formula respectively on the supplementary formula 2 should be taken.

At the 2005 World Summit, Heads of State and Government, gathering here at the United Nations, adopted the concept of the Responsibility to Protect, with the aim of guarding populations against genocide, war crimes, ethnic cleansing, and crimes against humanity. 2 This commitment was compelled, in part, by some recent failures of the international community to prevent the tragedies of genocide and war crimes in some parts of the world, namely, Srebrenica, Rwanda and Kosovo. . • People with Zika virus disease usually have a mild fever, skin rash and conjunctivitis (red eyes) for 2-7 days. • There is no specific treatment or vaccine currently available. • The best way to prevent the disease is by protecting yourself against mosquito bites. • The virus occurs in tropical areas with large mosquito populations, and is known to circulate in Africa, the Americas, Asia and the Pacific. • Based on available evidence, the World Health Organisation is not recommending travel or trade restrictions related to Zika virus disease. HEALTH RISKS • For most people, the symptoms are mild but little is yet known about the complications of the disease. • The highest health risk appears to be to women who are pregnant or planning to become pregnant, as the virus may be linked to an increase in babies born with microcephaly (small heads due to abnormal brain development) in Brazil. • Spread of the virus through blood transfusion and sexual contact have been reported. SYMPTOMS • The incubation period (the time from exposure to symptoms) of Zika is likely to be a few days. • The symptoms – which include fever, skin rashes, conjunctivitis (red eyes), muscle and joint pain, tiredness and headache – are similar to other infections, such as dengue. • The symptoms are usually mild and normally last for 2-7 days. • Alert the supervisor or medical officer if you think you have symptoms of Zika virus disease.

Replace footnote 4/ concerning the above mentioned marginals as follows: 4/ This formula is derived from the general formula: 3 2 11m 00m 01 AR AR ee ÷÷ ø ö çç è æ × × ×= where Rm0 = 360 A0 = 27 for the reference mild steel Rm1 = minimum tensile strength of the metal chosen, in N/mm 2; and A1 = minimum elongation of the metal chosen on fracture under tensile stress, in % 3. This will be done by fulfilling the requirements laid down in the present marginal 21x 127 (3) and (4) respectively by defining absolute minimum thicknesses related to mild steel as follows (marginal 21x 127 (3) e.g.): “The walls, ends and cover plates of shells, of circular cross-section, not more than 1,80 m in diameter shall be not less than 5 mm thick if of mild steel, or of equivalent thickness if of another metal. Where the diameter is more than 1,80 m the thickness shall be increased to 6 mm except in the case of shells intended for the carriage of powdery or granular substances, if the shell is of mild steel, or to an equivalent thickness if the shell is of another metal.

Even if another metal than mild steel will be or has to be chosen, the kind and amount of the above-mentioned requirement has to be reached. Therefore, the material properties of the chosen metal have to be in proportion to the properties of mild steel in a suitable kind of way and from that ratio the wall thickness of a tank made of some chosen metal has to be determined related to the 6 mm – respectively ½ mm – criterion based on mild steel. Even the present cubic root formula (being applied for the transformation of the 6 mm – respectively 4 mm – mild steel criterion) is based on that principle, but in a insufficient i.e. wrong manner.

MLADEN NALETILIC, as commander of the KB, and VINKO MARTINOVIC, as commander of the "Mrmak" or "Vinko Skrobo" sub-unit of the KB were leading perpetrators of this campaign against the Bosnian Muslim population. 11) The goal of this campaign by the HV and HVO forces, commonly referred to as "ethnic cleansing", was to gain control of the municipalities of Mostar, Jablanica and others in Bosnia Herzegovina and to force the Bosnian Muslim population to leave these territories or to substantially reduce and subjugate this population.
