[The Consultative Group of Experts on National Communications from Parties not included in Annex I to the Convention (CGE) shall have the objective[s] of: (a) Improving the [process of [and] preparation of] national communica- tions and biennial update reports from Parties not included in Annex I to the Conven- tion (non-Annex I Parties), by providing technical advice and support to non-Annex I Parties [including those Parties that have not yet completed their national commu- nications.]; (b) [Serving as] [Building capacity for] the team of technical experts for in- ternational consultation and analysis (ICA) [in a manner that is non-intrusive, non- punitive and respectful of national sovereignty, in accordance with paras 56-62 of Decision 2/CP. 17 and its Annex IV.] (...) (h) [Continue its work in reviewing the UNFCCC guidelines for the prepa- ration of national communications from non-Annex I Parties.] (...) In the Central African Republic, MINUSCA supported the National Reconciliation Committee on disarmament, demobilization and reintegration and SSR in developing the national SSR strategy in 2017. (...) Different strategies were proposed to operationalize national ownership. 7. First, national experiences have shown that national ownership hinges on the capacity to build the trust and confidence of a population in the security services. (...) This requires more efforts from international actors to adapt sup- port to local contexts and help build national capacities in areas that can empower national authorities to lead and manage reforms.

Drafting of Amendments to relevant national security legislations that relate to this Agreement (including, but not limited to the SPLA Act, 2009; Nation- al Security Act, 2014; The Police Service Act, 2009; The Prison Service Act, 2011; The Wildlife Service Act, 2011), in order to conform relevant national legislation to the provisions of this Agreement.
