In February 2010, the National Institute for the Comprehensive Development of
Children presented a national policy for the comprehensive protection of children, yet to be
adopted.
77. The Special Rapporteur learned of numerous national policies adopted since the new
Government took office in 2009, such as the five-year national plan of development
guaranteeing human rights (2009-2014), which includes national policies on youth,
women, security and social inclusion.
78. The national youth policy, adopted in August 2010, was the result of a national
dialogue that included the participation of youth from 262 municipalities across the
country.
