PROGRESS IN THE IMPLEMENTATION OF THE GLOBAL PROGRAMME OF ACTION FOR THE PROTECTION OF THE MARINE ENVIRONMENT FROM LAND-BASED ACTIVITIES AT THE NATIONAL, REGIONAL AND INTERNATIONAL LEVELS OVER THE PERIOD 2012–2017
The Coordination Office, through the Global Partnership on Nutrient Management, published two key documents: the report Our Nutrient World: the challenge to produce more food and energy with less pollution (2013)1 and the technical paper “Nitrogen Use Efficiency and Nutrient Performance Indicators” (2015).2 The report, which was produced by a group of 50 scientists representing 15 nationalities working for various institutions, including the fertilizer industry, provides a concise overview of the state of knowledge of the nutrient challenge. (...) The Coordination Office, through the GEF-supported Global Nutrient Cycle project, developed quantitative modelling approaches on coastal nutrient enrichment, and reached consensus with a number of agencies and institutions with regard to sharing data and reassessing the nutrient load data of the Global Nutrient Export from Watersheds working group. (...) The session was followed by a familiarization exercise and nutrient round-table workshop organized during the eighth GEF Biennial International Waters Conference, held in Negombo, Sri Lanka, from 9 to 13 May 2016, which was attended by participants from 20 countries.5 The nutrient management toolbox is hosted on the Global Partnership on Nutrient Management web portal.6 19.

REPORT OF THE FOURTH SESSION OF THE INTERGOVERNMENTAL REVIEW MEETING ON THE IMPLEMENTATION OF THE GLOBAL PROGRAMME OF ACTION FOR THE PROTECTION OF THE MARINE ENVIRONMENT FROM LAND-BASED ACTIVITIES
Otros representantes de la Secretaría aportaron más información básica sobre la labor de la Alianza Mundial sobre la Basura Marina, la Alianza Mundial sobre la Gestión de los Nutrientes y la Iniciativa Mundial sobre las Aguas Residuales. (...) Convenimos en proseguir nuestra labor en las esferas siguientes: a) Integración sistemática de la protección de los ecosistemas costeros y marinos, en especial frente a las amenazas para el medio ambiente derivadas del aumento de los nutrientes, las aguas residuales y la basura marina y los microplásticos; b) Fomento de la creación de capacidad, los conocimientos técnicos y el intercambio de conocimientos mediante la colaboración y las asociaciones entre Gobiernos, sector privado, sociedad civil y expertos a nivel regional y mundial en la protección de los ecosistemas costeros y marinos frente a las actividades realizadas en tierra y las fuentes de contaminación; 2. Señalamos que la labor de seguimiento del Programa de Acción Mundial debería incluir, con sujeción a los debates futuros sobre la forma y las consecuencias, lo siguiente: a) Actividades sostenidas en relación con las tres fuentes de contaminación –nutrientes, aguas residuales y basura marina y microplásticos procedentes de fuentes terrestres– en apoyo de la Agenda 2030 para el Desarrollo Sostenible en cuanto marco para el desarrollo sostenible; b) Fortalecimiento de la Alianza Mundial sobre la Basura Marina, la Alianza Mundial sobre la Gestión de los Nutrientes y la Iniciativa Mundial sobre las Aguas Residuales, y de los vínculos entre las asociaciones; c) Intensificación de la coordinación, la colaboración y el apoyo a la cooperación con los Estados Miembros en materia de contaminación terrestre, y fomento de los vínculos con el Programa de Mares Regionales y otras plataformas e iniciativas internacionales pertinentes para lograr una ejecución eficaz; d) Lucha incesante e integrada contra la contaminación por nutrientes, aguas residuales y basura marina y microplásticos procedentes de fuentes terrestres, e inclusión de las interfaces entre el mar y la tierra y entre el agua dulce y el agua de mar en los planes de acción de lucha contra la basura marina, las aguas residuales y los nutrientes; e) Fomento del intercambio de información, experiencias prácticas y conocimientos científicos y técnicos mediante la cooperación, la colaboración y las alianzas entre las instituciones y organizaciones gubernamentales, las comunidades, el sector privado y las organizaciones no gubernamentales que tengan responsabilidades o experiencia pertinentes; 3.

Por ejemplo, en el ordenamiento integrado de los cultivos se hace hincapié en la prevención, en lugar de la curación, de las deficiencias de nutrientes, brotes de plagas o erosión de los suelos. La mejora de la nutrición de los cultivos mediante la integración de fertilizan- tes minerales con fuentes orgánicas de nutrientes vegetales, incrementa la fertilidad de los suelos, lleva al máximo el reciclado de los nutrientes, mejora la retención hí- drica y reduce las pérdidas de nutrientes hacia la capa freática y la atmósfera. (...) Las investigaciones sobre fertilizantes están orientadas a lograr mayor exacti- tud en las aplicaciones y a reducir a un mínimo las pérdidas de nutrientes. Una de las metas de las investigaciones que se realizan es la de elaborar fertilizantes de efecto controlado a fin de favorecer la absorción de nutrientes en las plantas y redu- cir a la vez las emisiones y la lixiviación.

Muchos de ellos expresaron su apoyo incondicional al Programa de Acción Mundial y acogieron con satisfacción la atención prestada en el programa de trabajo de los cinco años sucesivos a las tres fuentes de contaminación principales: los nutrientes, la basura marina y las aguas residuales.
