This article provides a summary of the OPA work plan, including coordination with other global programmes, in support of building the global ocean component of a Global Earth Observing System of Systems. Achieving global coverage by the in situ networks The JCOMM Observations Programme Area includes three implementation panels—the Data Buoy Cooperation Panel (DBCP), the Ship Observations Team and the Global Sea Level Observing System Group of Experts. (...) The global drifting buoy array became the first component of the initial Global Ocean Observing System (GOOS) to be completed. It took 10 years to reach this milestone from the time the international community began implementation of GOOS with the publication of the Scientific Design for the Common Module of the Global Ocean Observing System and the Global Climate Observing System by the Ocean Observing System Development Panel in 1995. (...) Conclusion Bringing together the oceanographic and marine meteorological observing networks under the JCOMM umbrella has demonstrated the effectiveness of a “systems approach” to Earth observation.

Ocean observation and ocean observation networks are expanding and increasing in coverage, but the ocean observation community highlights the lower funding priority given to ocean observing compared to land-based observation systems and the lack of sustainability of this funding (GCOS Status Report). (...) The Global Ocean Observing System (GOOS) develops observing tools and technology, information systems, scientific analysis and forecasts. (...) The maintenance of observations systems is an obstacle to sustainable observations.

WMO continues to increase the coverage and resilience of global observing systems through implementation of the WMO Integrated Global Observing System (WIGOS) and WMO Information System (WIS). An important element is the incorporation and integration and of partner observing networks. Through key co-sponsorship initiatives, the WMO also contributes to global frameworks for climate and ocean observations, monitoring and research. (...) It is planned to include marine observations from EEZ in the Global Basic Observing Network (GBON) monitoring system.

The Action Group additionally recognises that existing ocean observational data are not fully utilised due to siloed platforms, as well as lack of training and tools to fully find and utilise existing ocean observational datasets. (...) Several other challenges within ocean observations have been identified: • accessibility of ocean observation data, particularly those data with potential commercial value (e.g. seismic data); • capacity restraints related to transforming big datasets into manageable information and knowledge; • communication of the value of ocean observations to non-scientists and decision-makers; and • cost and maintenance of ocean observation equipment, especially over long time series. Some ocean observation data are not easily accessible or findable.
