Armenia unleashed the war, used force against Azerbaijan and occupied its territories, including the Nagorno-Karabakh region and seven adjacent districts, carried out ethnic cleansing of the seized areas by expelling about one million Azerbaijanis from their places of origin, committed other serious crimes during the conflict and established the ethnically constructed subordinate separatist entity on the occupied Azerbaijani territory. 2. (...) The following special provisions in the relevant international legal instruments and other international documents apply with regard to missing persons: • Article 26 of the Geneva Convention Relative to the Protection of Civilian Persons in Time of War of 12 August 1949 (Geneva Convention IV), to which both Armenia and Azerbaijan are parties, provides that "Each Party to the conflict shall facilitate enquiries made by members of families dispersed owing to the war, with the object of renewing contact with one another and of meeting, if possible. (...) The parties to the conflict shall endeavour to agree on arrangements for teams to search for, identify and recover the dead from battlefield areas, including arrangements, if appropriate, for such teams to be accompanied by personnel of the adverse party while carrying out the missions in areas controlled by the adverse party.

Peking's foreign policy is characterised by a coinci- dence or closeness of the position of China, on the one hand, and imperialism of the USA and the other NATO countries, on the other, on many international disputes, by their coordinated actions, for example, against Afghanistan, Kampuchea and Vietnam in Asia, and against Ethiopia, Angola, Mozambique and SWAPO in Africa, by various provocations against sovereign states, members of the non-aligned movement, and so on. (...) Thus, for example, the Chinese who, prior to the victory of the new stage of the April Revolution, pinned great hopes on building up tensions in Afghanistan's northeastern provinces, in particular in Badakhshan and in Wakhan area, sent their military in- structors to one of the camps in Chitral (Pakistan) to train counter-revolutionaries in handling Chinese-made weapons.

On the one hand, it places drastic restrictions on remittances from Cuban residents in the United States to their relatives in Cuba while, on the other, it allows and instigates anyone to provide money and material support to the traitorous group lets operating here under Washington's orders. While depriving US citizens of their right to visit Cuba, the administration spends large amounts of federal funds on arranging journeys from third-party countries by people whose declared intent is to supply these mercenaries. (...) This sum includes 18 million for radio and television broadcasts from a C-130 military airplane, an irresponsible and illegal provocation that not only breaks the law but also infringes the international rules on aviation and telecommunications. There is also the threat of increasingly arbitrary application of those sections of the Helms-Burton law specifically designed to penalize businessmen from third-party nations.

In particular, much greater efforts to enable all eligible voters to exercise their political rights in a meaningful way must be made. Every political party registered with the Ministry of Interior is entitled to perform any activities at all times according to the Law on Political Party and under the supervision of the Ministry of Interior. In the Kingdom of Cambodia, human right protection is one of the main tasks that the Royal Government is placing attention on to unveil an effective measure to address liberal democratic political position the Royal Government is adhering to. In this regard, the State has introduced regulatory frameworks and jurisdictions to provide protection to all types of human rights. 5.1 Legal Framework for Human Right Protection In addition to enshrining in the Constitution, which is the most supreme law, key contents of each human right convention as mentioned above have been quoted to incorporate into the National Legal System on Land, Criminal Law, Civil Code, Civil Procedure Code, Criminal Procedure Code, Land Law, Law on Marriage and Family, Law on the Prevention of Domestic Violence and Protection of Victims, Labor Law, Law on Political Party, Law on Nationality, Law on the Election of the National Assembly, Law on the Election of the Senate, Law on the Election of Capital, Provincial, Municipal, District and Khan Councils, Law on the Election of Commune Councils, Law on the Administrative Management of Capital, Province, Municipality, District and Khan, etc. 5.2 Jurisdiction Framework for Human Right Protection The Royal Government of the Kingdom of Cambodia has regarded human right protection as one of important and indispensable obligations to ensure dignity and livelihood of every individual.
