Reportedly, operators of online services are not taking any measures to prevent children from accessing pornographic sites. (...) There is no information available on measures taken to ensure the mandatory reporting by information and communication companies of cases of sexual exploitation and abuse of children, or on measures taken to protect children from online sexual exploitation and abuse, including on online dating websites. (...) The Ministry of Information and Communication Infrastructure has envisaged various measures to ensure online safety and curb the spread of child abuse material, including plans to launch awareness-raising on cyberbullying and online grooming.

The Special Rapporteur is seriously concerned about the numerous reports of surveillance that he received from civil society during his visit, including surveillance in online spaces such as social media platforms. While organizations working on various topics undergo differing levels of surveillance, depending on the perceived sensitivity of the topic, it was reported that almost all organizations were subject to low but regular levels of surveillance.

IMPLEMENTATION OF THE RECOMMENDATIONS ADOPTED BY THE SUBCOMMISSION AT ITS 43RD SESSION
Рекомендация (с) Правительствам стран-экспортеров следует обмениваться предварительными уведомлениями об экспорте любых химических веществ- прекурсоров, по возможности с помощью онлайновой системы предварительного уведомления об экспорте (PEN Online). Такую процедуру следует применять и в отношении лекарственных препаратов, в состав которых входят вещества, контролируемые согласно Конвенции Организации Объединенных Наций о борьбе против незаконного оборота наркотических средств и психотропных веществ 1988 года1. 26. (...) Правительство Иордании сообщило, что его Управление по контролю за продуктами питания и лекарствами пользуется системой PEN Online, однако объемы экспорта весьма ограничены. (...) UNODC/SUBCOM/45/3 V.10-57204 7 направляет соответствующую информацию непосредственно по компьютерным каналам PEN Online. Рекомендация (d) В качестве дополнительной меры борьбы с утечкой прекурсоров правительствам следует также представлять Международному комитету по контролю над наркотиками исчисления своих годовых потребностей в таких веществах.

As to the criticism made in paragraph 23 of the report regarding article 8A of Law No. 5651, the Government underlines once again that online content can be blocked in accordance with the decision of a judge (during the investigation stage) or a court (during the prosecution stage) and that administrative decisions to remove or block online content can only be rendered in exceptional circumstances prescribed by law. (...) Special Rapporteur fails to take into consideration in this regard, the urgency of certain measures, especially those taken in response to crimes such as sexual exploitation of children, prostitution, or facilitating access to drugs that are committed online. 8. Regarding recommendation 9 and Paragraph 26 of the report, in which the Special Rapporteur claims that “Remedies to challenge the legality of the measures taken pursuant to emergency decrees, where available, have remained ineffective.” and that “The Inquiry Commission on the State of Emergency Measures ... has failed to result in any significant improvement in the situation”, the Government would first like to state that the Commission on the State of Emergency Measures has rendered 4,750 decisions of reinstatement as of 15 March 2019.
