En application des paragraphes 2, 3, 4 et 5 du projet de résolution publié
sous la cote A/32/L.32, l'Assemblée générale :
a) Prierait le Comité spécial de rédiger une convention internationale
contre l'apartheid dans les sports et de la soumettre à l'Assemblée générale à
sa trente-troisième session;
b) Autoriserait le Comité spécial à consulter les représentants des
organisations intéressées et les experts de la question de l'apartheid dans les
sports;
c) Déciderait que des comptes rendus analytiques doivent être établis pour
les séances du Comité spécial;
d) Prierait le Secrétaire général de fournir au Comité spécial toute
l'assistance nécessaire pour lui permettre de mener à bien sa tâche.
37. Des fonds seraient nécessaires pour financer des consultations juridiques
touchant la rédaction de la convention internationale contre l'apartheid dans les
sports. Dans la mesure du possible, on puisera dans les ressources allouées au
Service juridique. (...) En ce qui concerne les consultations avec les représentants des organisations
intéressées et les experts de la auestion de l'apartheid dans les sports, il
faudrait financer les- frais de voyage et 1 1 indemnité de subsistance de trois
experts (venant respectivement d'Afrique, d'Europe et des Etats-Unis d'Amérique)
qui passeraient cinq jours au Siège.

As to the criticism made in paragraph 23 of the report regarding article 8A of Law
No. 5651, the Government underlines once again that online content can be blocked in
accordance with the decision of a judge (during the investigation stage) or a court (during
the prosecution stage) and that administrative decisions to remove or block online content
can only be rendered in exceptional circumstances prescribed by law. (...) Special Rapporteur fails to take into consideration in this regard, the urgency of
certain measures, especially those taken in response to crimes such as sexual exploitation of
children, prostitution, or facilitating access to drugs that are committed online.
8. Regarding recommendation 9 and Paragraph 26 of the report, in which the Special
Rapporteur claims that “Remedies to challenge the legality of the measures taken pursuant
to emergency decrees, where available, have remained ineffective.” and that “The Inquiry
Commission on the State of Emergency Measures ... has failed to result in any significant
improvement in the situation”, the Government would first like to state that the
Commission on the State of Emergency Measures has rendered 4,750 decisions of
reinstatement as of 15 March 2019.
