G. Combating racism in sport 31. Decree Law 162/2005 was adopted to provide new measures aiming at preventing and repressing dangerous behaviours during sports events. This decree also set up a National Observatory on Sports Events, whose tasks are first, to monitor acts of violence and intolerance committed at sports events; second, to promote initiatives for the prevention of violence and intolerance in collaboration with associations and local, public and private bodies; and third, to publish an annual report on acts of violence and intolerance during sports events. (...) In the field of sports, civil society highlighted the fact that some internal regulations of various sport federations had not been yet harmonized with LD 286/98.

The responsibility for coordination of the central and local government actions as well as monitoring and evaluation of the Program implementation shall lie with the Interdepartmental Committee for Child Protection chaired by the Minister of Ukraine for Family, Youth, and Sports. The Commissioner for Human Rights is positive about the adoption of this long-awaited document and is looking forward to the appropriate and complete fulfillment of the objectives set by it. (...) The reports were prepared by the Ministry of Ukraine for Family, Youth, and Sports and submitted for the Committee review in September 2008. (...) The protection of children’s rights is also the responsibility A/HRC/16/NI/5 12 GE.11-11436 of several central executive agencies, with the Ministry of Ukraine for Family, Youth, and Sports being a leading one. Last year President of Ukraine Viktor Yanukovych has initiated an administrative reform in Ukraine.

For example, a programme was being run by DERAD, a national association working mainly with extremist prisoners, and the Radicalisation Awareness Network of the European Commission had brought together numerous practitioners from around Europe to work on the prevention of radicalization.6 Other initiatives included sports and youth activity groups that dealt with radicalization and worked with persons at risk of violent extremism. Although mosques were commonly suspected to be a major locus of recruitment, a number of foreign fighters were recruited in public places, including parks, sports centres and local neighbourhoods, while many were recruited through online platforms. The other side of the reality of the power of football in commercial sport is that many sports will struggle to provide the resources needed to assist sport for development activities. (...) Sports like rugby only account for 3% of world sport commercial revenue. (...) The support of sport, including disability sports, by Tata in India is another example.

The right to freedom of expression, including the right to access, receive and impart information, online and offline, is essential for free, independent and pluralistic media. (...) A/HRC/50/29/Add.1 8 GE.22-06969 the authorities had now achieved a “50:50 balance”, and that some online outlets provided “compensation” to the opposition.22 29. (...) Consequently, it is no longer able to broadcast in Budapest and remains available only online where its representatives claim it has a much smaller audience and is less accessible to its listeners.

The Special Rapporteur found during his mission that while there is a strong online and offline culture opposed to censorship, there are threats that the Government would do well to address before they develop into difficult -to- remedy crises. Recent initiatives to provide online access to information are promising and should be expanded. (...) The international community should support the Government with the expertise and resources necessary to systematically increase data collection and transparency, including through support for independent online databases and portals. International actors should also consistently make public their own data and studies. (...) Although the Ministry of Education and Sports is committed to improving access and has reported progress in enrolment and student retention rates, the inadequate resources allocated for education undermine the prospects for sustained improvement.36 50.
