In 2009, the Ministry of Internal Affairs and Communications supported the establishment of the Japan Internet Safety Promotion Association, which conducts child pornography prevention programmes and supports the efforts of the business sector to report and eliminate online child abuse material. The Ministry of Education, Culture, Sports, Science and Education conducts awareness-raising and training activities for schools counsellors and social workers to strengthen early detection and to facilitate the referral of cases of child abuse. (...) In recent years, law enforcement bodies have increased their efforts to combat the online sexual exploitation of children, in particular, the online dissemination of child abuse material. (...) The Special Rapporteur commends the important role played by the business sector in Japan in combating online child sexual exploitation.

During her visit, the Special Rapporteur met with six cabinet ministers from the following ministries: Arts, Culture and Heritage; Education; Environment; Foreign Affairs; Tourism; and Youth, Sports and Community Empowerment. She also met with the deputy ministers from the ministries of Gender, Family and Social Services; Communication, Science and Technology; and Islamic Affairs. (...) She met with persons working in the areas of the arts, children’s rights, culture, cultural heritage, the environment, farming, fishing, fundamentalism and extremism, handicrafts, history, the print and online media, the rights of persons with disabilities, sports and recreation and women’s human rights. The Ministry of Youth, Sports and Community Empowerment confirmed the absence of specific cultural programming for young people, but this Ministry does offer an important array of activities in the fields of sports.

Gomes noted that it was usual for people to deny that racism and xenophobia existed in the region, while there were victims in each country. She noted that even sport could present a stage for xenophobic manifestations in Latin America. (...) Affirm, in the context of a world which increasingly receives its information from the Internet and where the same rights that people have offline must also be protected online, the important place of online media and the Internet as a key element of UNAOC activities to build bridges and counter polarization; 13.

Some teachers indicated that they could report flaws in official textbooks and share their assessment of the online library provided by the Ministry of Education. (...) Restrictions on the Internet, online censorship and control also have an impact on artistic freedom. (...) In Lao Cai, for example, numerous festivals, ceremonies and sports fairs are organized to foster social participation in cultural activities and promote the games of minority groups in remote areas. 62.

The Race Discrimination Commissioner launched a number of initiatives as part of the federal National Anti-Racism Strategy, including the Workplace Cultural Diversity Tool, anti-racism materials for the national curriculum and an online social cohesion resource for local governments.6 Similarly, the Aboriginal and Torres Strait Islander Social Justice Commissioner is responsible for monitoring the human rights situation of indigenous Australians and producing an annual Social Justice and Native Title Report. At the time of the visit, 364 organizations had joined the campaign; which comprised a series of six strategic projects to reinforce existing good practices, encompassing an online anti-racism platform for young people, a training tool on systemic racism against Aboriginal and Torres Strait Islander peoples, a Workplace Cultural Diversity Tool for employers, educational resources addressing racism, a national forum on diversity training for police forces, and a resource for local government on social cohesion. 34. The Special Rapporteur was pleased to note that non-governmental organizations, business groups, employers and sports federations had joined the campaign and had taken steps to combat racism, counter negative stereotypes and open up new opportunities, especially for groups that are traditionally discriminated against. 10 National Native Title Tribunal, “Overview of the Tribunal”.

For example, a programme was being run by DERAD, a national association working mainly with extremist prisoners, and the Radicalisation Awareness Network of the European Commission had brought together numerous practitioners from around Europe to work on the prevention of radicalization. 6 Other initiatives included sports and youth activity groups that dealt with radicalization and worked with persons at risk of violent extremism. (...) Although mosques were commonly suspected to be a major locus of recruitment, a number of foreign fighters were recruited in public places, including parks, sports centres and local neighbourhoods, while many were recruited through online platforms. (...) Their tasks specifically involve providing the detainees with food, monitoring the open-door regime, organizing cultural and sports activities, providing technical support to the centre and arranging for interpreters.
