In 2009,
the Ministry of Internal Affairs and Communications supported the establishment of the
Japan Internet Safety Promotion Association, which conducts child pornography prevention
programmes and supports the efforts of the business sector to report and eliminate online
child abuse material. The Ministry of Education, Culture, Sports, Science and Education
conducts awareness-raising and training activities for schools counsellors and social
workers to strengthen early detection and to facilitate the referral of cases of child abuse.
(...) In recent years, law enforcement bodies have increased their efforts to combat the
online sexual exploitation of children, in particular, the online dissemination of child abuse

VISIT TO MALDIVES : REPORT OF THE SPECIAL RAPPORTEUR IN THE FIELD OF CULTURAL RIGHTS
During her visit, the Special Rapporteur met with six cabinet ministers from the
following ministries: Arts, Culture and Heritage; Education; Environment; Foreign Affairs;
Tourism; and Youth, Sports and Community Empowerment. She also met with the deputy
ministers from the ministries of Gender, Family and Social Services; Communication,
Science and Technology; and Islamic Affairs. (...) She

Gomes noted that it was usual for people to deny that racism and xenophobia existed in the
region, while there were victims in each country. She noted that even sport could present a
stage for xenophobic manifestations in Latin America. (...) Daniela Gomes commented on the role of
online social media including blogs and websites in Brazil as a new platform that countered
the often exclusionary media environment in the country.

The Race Discrimination Commissioner launched a number of initiatives as part of
the federal National Anti-Racism Strategy, including the Workplace Cultural Diversity
Tool, anti-racism materials for the national curriculum and an online social cohesion
resource for local governments.6 Similarly, the Aboriginal and Torres Strait Islander Social
Justice Commissioner is responsible for monitoring the human rights situation of
indigenous Australians and producing an annual Social Justice and Native Title Report. (...) At the time of the visit,
364 organizations had joined the campaign; which comprised a series of six strategic
projects to reinforce existing good practices, encompassing an online anti-racism platform
for young people, a training tool on systemic racism against Aboriginal and Torres Strait
Islander peoples, a Workplace Cultural Diversity Tool for employers, educational resources
addressing racism, a national forum on diversity training for police forces, and a resource
for local government on social cohesion.
34. The Special Rapporteur was pleased to note that non-governmental organizations,
business groups, employers and sports federations had joined the campaign and had taken
steps to combat racism, counter negative stereotypes and open up new opportunities,
especially for groups that are traditionally discriminated against.

For example, a programme was being run by DERAD, a national association
working mainly with extremist prisoners, and the Radicalisation Awareness Network of the
European Commission had brought together numerous practitioners from around Europe to
work on the prevention of radicalization. 6 Other initiatives included sports and youth
activity groups that dealt with radicalization and worked with persons at risk of violent
extremism. (...) Although mosques were commonly suspected to be a major locus of recruitment, a
number of foreign fighters were recruited in public places, including parks, sports centres
and local neighbourhoods, while many were recruited through online platforms. (...) Their tasks specifically involve providing the detainees with food,
monitoring the open-door regime, organizing cultural and sports activities, providing
technical support to the centre and arranging for interpreters.
