The development of this distributed, open-ended network came with the promise of freedom: everyone would be able to express their thoughts and opinions on the web leading to unseen levels of openness, diversity, freedom of expression and freedom of speech. (...) As such, it calls for a contextual rather than an absolutist approach to press freedom, of being open-minded and taking into account the sensitivities that other cultures may have about the frank speech we hold so dear.
This is why on Difference Day, 3 May, at Bozar in Brussels, we will talk about journalism and press and media freedom with an open mind. The day will be start with a keynote from Commissioner Günther Oettinger from the European Commission emphasising that Europe is a strong supporter for freedom of speech.

Opening Remarks 7 October 2008
ITU Regional Cybersecurity Forum for Europe and the Commonwealth of Independent States1
Sofia, Bulgaria 7−9 October 2008
Plamen Vatchkov, Chairman
State Agency for Information Technology and Communications, Bulgaria
Dear Ladies and Gentlemen,
Dear Colleagues,
Once again welcome to the ITU Regional Cybersecurity Forum for Europe
and the Commonwealth of Independent States.
(...) Then, we will elaborate on the issue of cybersecurity culture –
awareness of all stakeholders of the existing threats and the role of the
governments in raising that awareness.
Bearing in mind that most of the ICT networks are private, success in
cybersecurity can be ensured only by bringing together the industry and the
governments in order to discuss common cybersecurity challenges. (...) And finally, bearing in mind that the consequences of cyber crimes are
global and far reaching, only a cybersecurity based on broad national and
international cooperation can be successful.

We want to have, indeed, we need to have, an open, transparent and inclusive process, with nothing new or novel, nothing untried, nothing untested or nothing unfamiliar.
(...) However, let me just emphasize that after the formal opening of the Conference on the afternoon of Tuesday 13 December, we will move quickly to the business session of the conference at which we will need to adopt an agenda and agree on the organization of work. (...) I also have in mind the need for some flexibility in the organization of work as negotiations evolve during the conference.
