CASE STUDY: THE BOGOTA RIVER BASIN: SUMMARY
CAR1 s objective, in regard to financial management, is to make optimum use of the region's financial resources in order to ensure that there are enough sources of financing to enable it to operate. (...) This has meant that CAR has tended to act as a spokesman on the Oommittee for irrigation users, thus downplaying its fundamental role as a vehicle for ensuring that optimum use is made of the water in the basin for all purposes, EEEB has played a major role in managing the system because of the fact it owns the Tominé reservoir, the largest in the system. (...) Thus, its objectives are not entirely consistent; this shortcoming should be corrected, so that the corporation may indeed work to ensure optimum and comprehensive use of the water resource, rather than promoting a partial and less than optimum use.

A STUDY OF IRRIGATION MANAGEMENT IN MENDOZA: SOCIAL, INSTITUTIONAL, LEGAL AND ADMINISTRATIVE FACTORS: SUMMARY
The first section is devoted to external factors which are beyond, the control of the water management agency, while the second section deals with internal aspects of this agency. 2 Chapter IV evaluates the management of the system, with special emphasis being placed on the changes that have taken place in the external context and on the need for the management agency to introduce into its administrative apparatus certain elements which would enable it to adjust its work to these new conditions. (...) The first part presents an analysis of the overall water management system of the province, while the second part deals specifically with the management of water for irrigation purposes. (...) The references in Paragraph 10, to the recommendations received by the Government of Turkey during the twenty-first session of the Universal Periodic Review (UPR) in relation to human rights situation in Northern Cyprus, is inappropriate as it only serves the political purposes and claims of the recommending countries and creates the impression that Turkey has authority and jurisdiction in Northern Cyprus and uses it to prevent the implementation of human rights. The report deals with human rights situation in Cyprus whereas the cited UPR session deals with human rights situation in Turkey and was not related to Cyprus.

This provision should address the responsibilities of the mandate-holders and facilitate the implementation of the code.

As for paragraph 7, which deals with the criminal activities through the buffer zone, it should be reiterated that over the years we have repeatedly expressed our readiness to establish contacts at all levels and to cooperate with the Greek Cypriot side in the fight against smuggling, drug trafficking, illegal immigration, human trafficking and similar illicit activities but the Greek Cypriot side has always shied away from such cooperation on the grounds that it would amount A/HRC/10/G/12 página 6 to recognition of Turkish Cypriot institutions. (...) It should be known that in the absence of a comprehensive settlement and in view of the ongoing unjust isolation such a reference to the construction sector, which plays an important role in our economy, amounts to lending support to the Greek Cypriot aspiration of keeping the Turkish Cypriot economy under constant pressure. The Report deals with the issue of missing persons in paragraphs 15-17, in this connection reporting that “the Secretary-General has noted his gratitude that the CMP continues its humanitarian work unhindered and in a de-politicized manner and urged all parties concerned to take every possible action in order to speed up the exhumation process”. (...) On the other hand, when the issue deals with Greek Cypriot property rights in the North, the administration not only encourages individuals to apply and ask for an immediate exercise of their property rights, but also actively participates as an intervening party to the applications of Greek Cypriot individuals as well as taking a harsh line for the execution of the inter-state application and other applications that have reached this stage.
