NGOs informed the Special Rapporteur of the difficulties experienced by the parents of children picked up by DIF in regaining custody of their children, since the procedure is the same as in cases of domestic abuse. A widely discussed issue in the Russian Federation today is a pilot project introduced in 2011 in 21 regions to teach the basics of religious culture or secular ethics, in which parents select whether their children will study one of the four main religions (Russian Orthodox, Islam, Judaism or Buddhism), world religions or secular ethics.

Within both regular and special schools, the provision of support to children and young persons with an intellectual disability is often regarded as inadequate by parents, in particular with regard to cognitive learning goals. It recognizes the importance of adequate and effective preparation of children for regular schooling and highlights the different roles played by everyone in early childhood development, including those of parents, family members and the public and private sectors.2 20. The Act expands the right to request a flexible working arrangement (beyond parents of children under school age and children with a disability below the age of 16 years) to parents and carers of children who are of school age or younger, as well as to carers of people with disability, people aged 55 or older and to those experiencing or supporting an immediate family or household member who is experiencing domestic/family violence. ACHRA is concerned that parents with disability appear more likely to be the subject of child care and protection interventions than parents without disability, in particular, parents with cognitive impairments and mental illness.
