HUMAN RIGHTS OF MIGRANTS : REPORT : ADDENDUM / SUBMITTED BY GABRIELA RODRIGUEZ PIZARRO, SPECIAL RAPPORTEUR, IN CONFORMITY WITH RESOLUTION 2002/62 OF THE COMMISSION ON HUMAN RIGHTS
NGOs informed the Special Rapporteur of the
difficulties experienced by the parents of children picked up by DIF in regaining custody of their
children, since the procedure is the same as in cases of domestic abuse. (...) The Special Rapporteur was also concerned that under-age children of migrants who were
born in the United States cannot request legal residence for their parents in that country. The
Special Rapporteur met with many parents who had been separated from their children and
deported to Mexico because they were undocumented. The parents are confronted with the
dilemma of returning to the United States illegally or disrupting the lives of their children as
United States citizens by taking them out of the country.

RIGHTS OF THE CHILD : REPORT : ADDENDUM /SUBMITTED BY JUAN MIGUEL PETIT, SPECIAL RAPPORTEUR ON THE SALE OF CHILDREN, CHILD PROSTITUTION AND CHILD PORNOGRAPHY, IN ACCORDANCE WITH COMMISSION ON HUMAN RIGHTS RESOLUTION 2002/92
The Sexual Offences Act, No. 23 of 1957 was
amended to provide for a definition of commercial sexual exploitation as “the procurement of a
child to perform a sexual act for a financial or other reward payable to the child, the parents or
guardian of the child, the procurer or any other person”. (...) Other children enter prostitution because no other opportunities appear to be available to
them. Their parents may or may not be aware of the activities, but in many cases the parents
reportedly actually encourage or force the child to earn money this way. (...) These
issues are interconnected and require a comprehensive, multisectoral response. The loss of
parents, teachers and other role models to HIV/AIDS has an immeasurably negative impact.

It recognizes the importance of adequate and
effective preparation of children for regular schooling and highlights the different roles
played by everyone in early childhood development, including those of parents, family

opportunity to communicate directly with parents, which enables them to provide important
information about early childhood development.
49. (...) As such, it is easy for parents to withdraw their children from school for

UNIVERSAL PERIODIC REVIEW : INFORMATION PRESENTED BY THE AUSTRALIAN HUMAN RIGHTS COMMISSION : NOTE / BY THE SECRETARIAT
The Act expands the
right to request a flexible working arrangement (beyond parents of children under school
age and children with a disability below the age of 16 years) to parents and carers of
children who are of school age or younger, as well as to carers of people with disability,
people aged 55 or older and to those experiencing or supporting an immediate family or
household member who is experiencing domestic/family violence. (...) ACHRA is concerned that parents with disability appear more likely to be the
subject of child care and protection interventions than parents without disability, in
particular, parents with cognitive impairments and mental illness.
