CRC Art. 14 (2): “States Parties shall respect the rights and duties of the parents and, when applicable, legal guardians, to provide direction to the child in the exercise of his or her right in a manner consistent with the evolving capacities of the child […] (c) The development of respect for the child’s parents, his or her own cultural identity, language and values, for the national values of the country in which the child is living, the country from which he or she may originate, and for civilizations different from his or her own;”. (...) The parents or, as the case may be, the legal guardians of the child have the right to organize the life within the family in accordance with their religion or belief and bearing in mind the moral education in which they believe the child should be brought up. 2. Every child shall enjoy the right to have access to education in the matter of religion or belief in accordance with the wishes of his parents or, as the case may be, legal guardians, and shall not be compelled to receive teaching on religion or belief against the wishes of his parents or legal guardians, the best interests of the child being the guiding principle. 4.

Holy Cross School is on top of a small hill, the road leading to it was blocked by demonstrators to prevent parents from taking their daughters to school and back home. (...) Protesters blocked the passage to school trying to exclude “the other” from “their” neighbourhood. The parents insisted on taking their daughters to school by the road claimed as theirs by “the other”. (...) Because grammar schools are vastly oversubscribed, the consequence is that parents may express their preference but, in practice, it is the schools that choose children rather than the reverse, reinforcing inter-generational transmission of privilege.

Yet in many State schools it is the parents who have to pay for materials (books, textbooks and other school equipment), uniforms, enrolment fees and other expenses, including ongoing maintenance of schools. (...) The Special Rapporteur was told that, in remote villages, parents had to build the school with their own hands, as a requirement for getting a teacher. (...) Funds are allocated according to a strict work plan, for the needs of Pa’i Puku are many and varied. However, parents must pay a small monthly fee for each child, although this can be a payment in kind.

The Sexual Offences Act, No. 23 of 1957 was amended to provide for a definition of commercial sexual exploitation as “the procurement of a child to perform a sexual act for a financial or other reward payable to the child, the parents or guardian of the child, the procurer or any other person”. (...) Other children enter prostitution because no other opportunities appear to be available to them. Their parents may or may not be aware of the activities, but in many cases the parents reportedly actually encourage or force the child to earn money this way. (...) These issues are interconnected and require a comprehensive, multisectoral response. The loss of parents, teachers and other role models to HIV/AIDS has an immeasurably negative impact.

Furthermore, lectures were organized for parents of underage IDP and refugee children by the State Committee for Family, Women and Children Affairs, the parents were informed about urgent topics like preservation of national-moral values, family culture, inter-generation relations parent-child relations, establishment of mutual relationship between teachers and parents, family problems and the ways of their solution.

During his visit, the Special Rapporteur was informed that the Japan Thyroid Association had been instructed against providing secondary examinations to children in the A2 category; parents and children would therefore have to wait for the second round of check-ups after March 2014 before being able to take any mitigating action against possible thyroid cancer. The Special Rapporteur calls on the Government to remove such barriers, which prevent people from exercising their right to health, and to ensure that children and parents are given access to second opinions and secondary health examinations, as required under the right to health. 32. The Special Rapporteur was also informed that parents found it difficult to obtain access to the results of their children’s thyroid check-ups owing to bureaucracy and the cumbersome Freedom of Information Act procedure that Fukushima authorities insist on applying to parents’ requests.

Inequality among children of different ethnic groups remains: 45 per cent of Roma children do not attend preschool or kindergarten and 15 per cent do not attend school, due to poverty and inability to pay the hidden costs of education, parents’ low level of education, poor health, poor command of the official language, and prejudices and discriminatory attitudes toward ethnic minorities.4 8. (...) In most instances, parents marry their children early to protect their honour and prevent early pregnancy and bride kidnapping. (...) However, if the child is under the age of 10 years, there is no legal requirement to consider his or her opinion. Parents under the age of 14 years who are involved in adoption proceedings are not required to give consent.
