There seems to be widespread perception among the police that human rights and policing are on opposing sides, instead of an understanding that the function of the police is to protect human rights.

Two years later, at the time of the Working Group’s visit, the prison population had grown back to 57,030 prisoners. (...) In spite of various measures taken by the authorities to assist the indigenous communities, the latter are the ones most seriously affected by the infrastructure shortcomings.43 Also, the school dropout rate is fairly high, for various reasons, including the lack of maintenance and overcrowding in boarding schools which accommodate pupils who live far away; the low incomes of families, preventing them from sending their children to school; the perception of education as being of little importance; the lack of education of the parents which means that they cannot help their children with their school work; the lack of preschool education that would better equip the pupils to start school; and the difficult living conditions of teachers.44 In Sarawak, furthermore, there is a general shortage of secondary schools in urban areas.
