In promoting a performance‐based approach, ICAO recommends that States utilize a focussed set of Key Performance Indicators (KPIs) that provide the means of identifying shortfalls and prioritizing investments. (...) Presently, there are two non‐harmonized performance‐based plans, one for NAM/CAR and other for SAM. In this sense, it is crucial for all stakeholders in NAM/CAR/SAM that the PBA CAR/SAM ANP Volume III replaces both Performance Based Implementation Plans (NAM/CAR Regional Performance‐Based Air Navigation Implementation Plan – RPBANIP ‐ and Air Navigation System Performance‐Based Air Navigation System Implementation Plan for the SAM Region ‐ PBIP). 2.5 The PBA CAR/SAM ANP Volume III must follow all the steps provided in the GANP and Doc. 9883, in order to select the corrected ASBU elements, based on regional operational needs, defined through specific performance objectives and performance indicators. 2.6 The development of the PBA CAR/SAM ANP Volume III will require that the experts of all stakeholders be educated on the application of the Performance Based Decision‐Making Method, including the application of performance objectives and performance indicators.

According to the term defined in Recommendation ITU-T E.800, benchmark is “evaluation of performance value/s of a parameter or set of parameters for the purpose of establishing value/s as the norm against which future performance achievements may be compared or assessed”. The meeting agreed that successful improvement to the aviation system in the AFI Region would be best facilitated if a meaningful, realistic and effective means of performance measurement were implemented, and that it was critical to establish an initial set of metrics to measure performance in the region. Recommendation 6/1 — Regional performance framework
That:
a) APIRG adopt the performance-based framework for air navigation systems planning as detailed in the report of this meeting, identifying regional performance objectives and utilizing the performance framework forms (PFFs);
b) APIRG develop additional PFFs to meet new performance objectives as necessary; and
c) the performance objectives and the associated PFFs adopted by the meeting and any other PFFs developed by APIRG, be integrated into the CNS/ATM Implementation Plan for the AFI Region (Doc 003) which should then be updated to serve as an integrated planning document for the AFI Region.
Recommendation 6/2 — National performance framework
That States adopt a national performance-based framework for air navigation systems planning as detailed in the report of this meeting, identifying national performance objectives, aligned with the regional performance objectives, utilizing the performance framework forms.
