(...) As a result, the reasons for this lagging government performance are not well documented and understood, and there are significant knowledge gaps with regard to the factors driving government performance. (...) This means that we have to better understand how government performs, and what are the differences in performance in varying contexts.

Question 13/12 - Multimedia QoS/performance requirements Français   Español   Print Version   Home : ITU-T Home : Study Period 2001-2004 Question 13/12 - Multimedia QoS/performance requirements (New question) Type of question Task oriented designed to lead to new ITU-T Recommendation(s). (...) Much of the current industry activity on QoS is focused on providing QoS control mechanisms in IP networks, but there has been less attention on defining what the actual performance targets should be. To do this requires a detailed knowledge of the performance requirements for particular services and applications. The starting point for deriving these performance requirements is the user. Text of the question Considering that QoS/Performance is a key issue in IP networks; that there is an urgent industry need for guidance on performance requirements for a range of multimedia applications, both in wireline and wireless scenarios; that performance requirements for specific media may be subdivided to provide some level of performance differentiation for that media (see ITU-T Rec.

(...) The report’s findings include that government is the key player in IFAD’s development effectiveness and has a critical function in project performance. However, government performance has deteriorated over the review period, a decline that – contrary to what may be expected – cannot be explained by performance in either low-income countries or countries with fragile situations. The reasons for lagging government performance are not well documented and understood, and there are significant knowledge gaps on the factors driving government performance.

Page 9 Limits Page 10 Immunity tests Page 11 Performance criteria • For the purpose of the present document four categories of performance criteria apply: • performance criteria for continuous phenomena applied to transmitters; • performance criteria for transient phenomena applied to transmitters; • performance criteria for continuous phenomena applied to receivers; • performance criteria for transient phenomena applied to receivers. Page 12 Performance criteria for continuous phenomena • transmitters and receivers • During and after the test, the apparatus shall continue to operate as intended. • No degradation of performance or loss of function is allowed below a permissible performance level specified by the manufacturer when the apparatus is used as intended. • In some cases this permissible performance level may be replaced by a permissible loss of performance. • During the test the EUT shall not unintentionally transmit or change its actual operating state and stored data. Page 13 Performance criteria for transient phenomena • applied to transmitters and receivers • After the test, the apparatus shall continue to operate as intended. • No degradation of performance or loss of function is allowed below a permissible performance level specified by the manufacturer, when the apparatus is used as intended. • In some cases this permissible performance level may be replaced by a permissible loss of performance. • During the EMC exposure to an electromagnetic phenomenon, a degradation of performance is, however, allowed. • No change of the actual mode of operation (e.g. unintended transmission) or stored data is allowed.
