Furthermore, the Directorate grants permits for building dams, reservoirs and cesspools, and is responsible for the inventory of the country’s water resources. It also grants permits for digging water wells—both to individuals and companies. In her meeting with the Director of DINAGUA, the Special Rapporteur was informed that the Directorate does not charge fees foreseen in the law for granting permits to exploit water, not even when the permits are given to companies and regardless of the use given to such resource.
