REPORT OF THE WORKING GROUP ON THE UNIVERSAL PERIODIC REVIEW :CROATIA : ADDENDUM
In formulating the specific
objectives of the Strategy, the identified areas of corruption risk from international assessment
documents, including the fifth round of the GRECO evaluation report on Croatia, were also taken
into account.
5 Efforts are underway to develop a national strategy in the area of business and human rights and
corporate social responsibility, following the UN Guiding Principles on Business and Human
Rights.
6 The Criminal Code (further in text: CC) prescribes “Hate crime’’ in Article 87 paragraph 21, as
follows:” A hate crime shall mean a criminal offence committed on account of a person's race,
colour, religion, national or ethnic origin, language, disability, gender, sexual orientation or
gender identity”. (...) Also, the concept of the criminal offence Rape was changed in a
way that any non-consensual sexual intercourse or sexual act equated with it shall be considered a
criminal offense of Rape, even when there is no use of force or threat to the life and body of the
raped or other person.
7 It is provided by prescribing a range of criminal offences, such as: Stalking (Article 140), Bodily
Injury (Article 117), Serious Bodily Injury (Article 118) and Particularly Serious Bodily Injury
(Article 119). (...) According to the Criminal Procedure Act (further in text:CPA) unless otherwise provided
by law, the State Attorney shall initiate criminal proceedings if there are reasonable grounds for
believing that a particular person committed a criminal offence prosecuted ex officio and there are
no statutory obstacles to the prosecution of the said person.

REPORT OF THE SPECIAL RAPPORTEUR ON THE HUMAN RIGHTS OF MIGRANTS, JORGE BUSTAMANTE : ADDENDUM
According to the Act, an immigration officer may declare any
person an illegal foreigner if that particular officer is not satisfied that he or she is a citizen,
a permanent resident or a temporary resident under the Act. (...) Section 21(4) of the Refugees Act demarcates the boundary between the
Immigration Act and the Refugees Act, stating that no proceedings may be instituted or
continued against a person for being an “illegal foreigner” if that person has either made an
application for asylum or has been recognized as a refugee. (...) In the case of Arse v
Minister of Home Affairs and Others, the Supreme Court of Appeal rejected all of these
views and stated that an individual remained an asylum-seeker throughout the appeal and
review process, and that the granting of a permit to an “illegal foreigner” rendered that
person an asylum-seeker. The Department of Home Affairs therefore cannot detain an
asylum-seeker regardless of where that person is in the application or appeal process.

The legislation of the Republic of Belarus
guarantees that entry into military service as a cadet at a military academy:
Shall be voluntary;
Shall occur with the informed consent of the person's parents or legal guardians;
Shall occur on condition that such persons are fully informed of the duties involved in
military service;
Shall be permitted on condition that such persons provide reliable proof of age prior to
acceptance into military service.”

On the other hand the system in a controlled manner allows the collection of drugs to be completed by another person other than the patient, which supports and helps the patients at risk in this pandemic circumstances to stay at home and still be supplied by the needed medicine. The system includes communication between the systems of the Health Insurance Fund and the Electronic Health Records System (Moj Termin) in the Ministry of Health in order to issue and validate the electronic prescription, which is followed by automated validation of the prescription in the Health Insurance Fund where the insured person's data is maintained.

"The mobile application «Diy vdoma» helps medical professionals and National Police to monitor are persons who diagnosed with COVID19, contacted person who was diagnosed with COVID19 or recently travels from abroad and should remain in self-isolation, actually remains in self-isolation During the day in random timeslots, a person who installs «Diy vdoma» receives 3 push-notification, after receiving one, a user should take a selfy. (...) If something doesn't match or the user doesn't react, the application informs police to check the location and condition of a person The mobile application is optional. If a person installs an application, the person's compliance with the quarantine shall be monitored using it. In cases where the person has not installed, or installed and removed the app, monitoring is carried out as usual"

Although the members of
the Commission were unable to meet in person in Bamako as planned in order to finalize their
work, they were able to hold virtual meetings among themselves and with personnel of the
secretariat based in Bamako, thus ensuring the timely completion of the investigations and
drafting of the final report.
3. (...) To reach its factual conclusions, the Commission was therefore careful to
gather reliable and corroborating information that would allow a reasonable and ordinarily
prudent person to conclude that an incident or pattern of conduct had occurred.
10. (...) The Commission has reasonable grounds to believe that the Malian defence and security
forces committed war crimes, including violence to the life and person of civilians and persons
hors de combat suspected of being affiliated or cooperating with extremist armed groups.
