As a matter of fact, Vietnam demands the dissolution of the National Army of Democratic Kampuchea who are now at "the gates of the capital, the exclusion of some party and personalities of the Coalition Government of Democratic Kampuchea from the negotiations and elections which would be held only under the framework of the so-called 'constitution1 of the puppet re- gime in Phnom Penh. (...) "...The point is that if we are preoccupied with the elimina- tion of the two Khmer Rouge personalities as a matter of principle despite the fact that it's not, then the issue will be blurred in our own mind. The Vietnamese want to blur the real issue by talking about the two personalities every day until you think that the two Khmer Rouge personalities are the Kampuchean issue and that if they were eliminated, the problem will be solved.

I also met with a number of prominent personalities outside the Government, including former Prime Minister Sadiq Al-Mahdi, former Vice-President of the Republic and President of the Southern Regional Government, Mr. (...) Heightened international attention on Darfur was perhaps reflected in the visits by the Secretary-General of the United Nations, Kofi Annan, and the United States Secretary of State, Colin Powell, in June 2004, as well as a series of visits and missions by other prominent international personalities and organizations. 18. The Secretary-General’s visit resulted in a joint communiqué dated 3 July 2004 between the United Nations and the Government of the Sudan, according to which the parties undertook E/CN.4/2005/8 page 12 to carry out specific tasks in response to the crisis, including facilitating access for the provision of humanitarian assistance, disarming the Janjaweed and other armed groups, protecting human rights, and negotiating a political settlement between the Government and the rebel groups. (...) The crisis in Darfur has engaged the international community in a number of ways, including: several visits to the region by prominent international personalities; the 3 July joint communiqué between the United Nations and the Government issued following the Secretary-General’s visit; the Security Council resolution 1556 (2004) giving the Government a deadline of 30 August to disarm the Janjaweed, provide humanitarian access and address the crisis effectively; and, since my mission, an agreement between the Foreign Minister of the Sudan and the Special Representative of the Secretary-General, calling on the Government to take specific steps to disarm the Janjaweed, secure villages and camps, set up safe access routes and escorted convoys for IDPs to return to their villages, and arrange a ceasefire with the rebel movements. 35.

Acknowledging that social strife, disharmony between communities and mass violations of human rights has profound historical roots in our society, which pre - date the current conflict; Committed to national reconciliation, accountability, healing and combating impunity among the highest priorities of the Transitional Government of National Unity (TGoNU); Determined to build an inclusive and democratic society founded on the rule of law; Firmly committed to end the culture of the use of force, as a means of settling differences and misunderstanding and to promoting a culture of peace and dialogue; Cognizant that a Federal system of government is a popular demand of the people of South Sudan and of the need for the TGoNU to reflect this demand by way of devolution of more power and resources to lower levels of government, and to initiate that a federal and democratic system of governance that reflects the cha r- acter of South Sudan and ensures unity in diversity be enacted during the permanent constitution making process; Recognizing that all efforts must be made to continue and augment the provi- sion and facilitation of humanitarian assistance and protection; Convinced that the sharing and allocation of wealth emanating from re- sources in South Sudan shall ensure that the quality of life and dignity of all citizens are promoted without discrimination on the grounds of gender, religion, political a f- filiation, ethnicity, and language; Appreciating the concerted efforts of all members of IGAD-PLUS and its Member States, and their leadership of the IGAD-led Mediation process for South Sudan; Further appreciating the critical support provided by the international par t- ners and friends of South Sudan; Cognizant of the critical role played by the United Nations in the discharge of its mandate including protection of civilians, and facilitation of humanitarian assi s- tance; Reaffirming existing commitments to the Cessation of Hostilities (CoH) Agreement of 23rd January 2014, its subsequent rededication and implementation matrix;
