Resolution 175 mandates ITU to: (a) to make ITU an accessible organization for Persons with Disabilities and Persons with Specific Needs including age-related disabilities, (b) to promote ICT accessibility and access to ICTs for Persons with Disabilities and Persons with Specific Needs. (...) Connect 2020 includes an ambitious target directed at cultivating an ICT sector that is inclusive to persons disabilities and specific needs: Target 2.5.B: Enabling environments ensuring accessible telecommunication/ICT for persons with disabilities should be established in all countries by 2020.

They can be particularly at risk of abuse and neglect during conflict or natural disasters, when a lack of mobility, diminished vision and chronic illnesses can make access to support difficult.
