The Constitution guarantees special protection of persons with disabilities (Article 68).
The Convention on the Rights of Persons with Disabilities, ratified by Montenegro in 2009, aims to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities and to promote respect for their innate dignity.

In addition, in order to achieve full equality of persons with disabilities with other citizens, on June 15, 2015, Montenegro passed the Law on the Prohibition of Discrimination against Persons with Disabilities, which, as a fundamental antidiscrimination law, regulates the prohibition and protection against discrimination of persons with disabilities and the promotion of equality.
