This has involved a
shift from the usual focus on addressing and reducing certain diseases or infirmity through
vertical programmes towards one addressing the determinants of health through a “wellness
approach”.
26. The “wellness approach” was specified in the 2015 National Wellness Policy, which
laid the basis for multi-sectoral cooperation with stakeholders from outside the Ministry of
Health and Medical Services to advocate and protect individuals’ health and wellness. The
policy goes beyond the usual dimensions of wellness, including its social, spiritual,
environmental, occupational, psychological, physical and financial dimensions.

“wellness approach”, mental health is now included in a holistic, population-based delivery
of health care.

Wellness, and the management of hazardous wastes is regulated by the Environment
Protection (Standards for Hazardous Wastes) Regulations of 2001.
62. (...) According to data provided by the Ministry of Health and Wellness, approximately
20,000 kg of medical waste is generated on a weekly basis. (...) In Mauritius, the import of pesticides for agricultural use is controlled by the
Dangerous Chemicals Control Board, which falls under the purview of the Ministry of Health
and Wellness and was set up by the Dangerous Chemicals Control Act of 2004.

REPORT OF THE INDEPENDENT EXPERT ON THE ENJOYMENT OF ALL HUMAN RIGHTS BY OLDER PERSONS ON HER MISSION TO SINGAPORE :NOTE / BY THE SECRETARIAT
During her visit, the Independent Expert met representatives of the Government and
non-governmental organizations, as well as other stakeholders. The Independent Expert
thanks the Government of Singapore for extending an invitation to her and for its
cooperation throughout the visit. (...) Furthermore, the Action Plan
envisions the implementation of more than 70 initiatives in 12 areas: health and wellness,
learning, volunteerism, employment, housing, transport, public spaces, respect and social
inclusion, “retirement adequacy”, health care and elder care, protection for vulnerable
seniors, and research. (...) Older persons can, for instance, contribute to
community organizations and join senior citizen groups within housing estates, which run
regular activities to help them keep physically well and socially active. In 2008, for
instance, the Government introduced a wellness programme to encourage older persons to
lead active lifestyles and better manage their health by going for regular screenings for
chronic diseases.

During his visit, the Special Rapporteur met with a wide range of people, including
the Prime Minister, government ministers and officials from nine ministries (including the
Ministry of Foreign Affairs, the Ministry of Tourism, Civil Aviation, Sustainable
Development and Culture, the Ministry of Agriculture, the Ministry of National
Mobilization, the Ministry of Education and the Ministry of Health, Wellness and the
Environment). He also met with representatives of the Central Water and Sewerage
Authority, the Chief Executive Officer of St. (...) The Special
Rapporteur visited the Lowman’s Hill Power Plant, which appears to be well designed, well
maintained and prioritizes spill prevention. (...) The landfill on Bequia appears to be less well managed, with a foul odour, flies
and open access to the public.

4 On 19 February 2009 the Ministry of Labour and Social Development held a symposium on
“Strengthening the Family: A Holistic Approach to Family Wellness”, which brought together persons
from the Government, civil society and non-governmental organizations to discuss appropriate measures to
improve social cohesion throughout Bahamian society.
5 Since 2000, the police have recorded:
(a) 942 instances of alleged rape and 305 cases of attempted rape;
(b) 1,787 cases of unlawful sexual intercourse;
(c) 141 reported cases of incest.
6 The Government of The Bahamas has implemented mechanisms aimed at preventing sexual
offenders from committing violence against persons throughout The Bahamas.

The history of people of African descent in the United States is well documented.
The first enslaved Africans were brought to the American colonies in the early part of the
seventeenth century. (...) The task force released its report on 18 May
2015 with a set of recommendations divided into six pillars: building trust and legitimacy,
policy and oversight, technology and social media, community policing and crime
reduction, training and education, and officer wellness and safety.3 The report adopted
positive recommendations on key issues such as racial profiling, the use of force, the
independence of investigations into killings by police officers, data collection, civilian
oversight of law enforcement agencies and police workforce diversity, among others. (...) In addition to the most recent and
well-known cases of killings of unarmed African Americans — such as the cases of Eric
Garner, Michael Brown, Tamir Rice, Walter Scott, Freddie Gray and Laquan McDonald —
the Working Group received information about many other similar cases.

Likewise, realizing the right to health and related rights in the country is key to
ensuring the good health and well-being of all people living there. It is also key to the
important role Canada plays as a model for many countries and its position in international
cooperation. (...) The Special Rapporteur visited two well-organized sites in
Vancouver that provided a supervised consumption centre and an overdose prevention site
and noted the need to continue to replicate those types of services within British Columbia
and across the country.
58. (...) Support from health-care authorities for initiatives such as
Choosing Wisely could achieve more effectiveness and transparency in mental health and
“problematic substance use” services, as well as in the health-care system at large.
