The meeting was chaired by Ambassador Juan Ramón de la Fuente, Permanent Representative of Mexico to the United Nations, and was open to all Member States of the UN, Permanent Observers, and non-governmental organizations. The meeting took place virtually and was webcast live on the UN Web TV platform. (...) Duriesmith explained what should be understood by “masculinities” and described how masculinities that shape an individual man’s life will differ among social groups, each placing certain pressures on them, setting standards for what behaviour is acceptable, and often resulting in punishment for failure to live up to these expectations. (...) In addition to Mexico, a total of 23 Member States of the UN expressed their positions, including the 4 co-sponsors, the remaining 10 members of the Security Council and other member States, plus one permanent observer and one non-governmental organization.1 In general, all participants agreed on the importance of discussing and placing this important matter in the counter-terrorism and PVE agenda, and thanked Mexico and the co-sponsors for convening the meeting.

Magdalena Sepulveda, the United Nations Independent Expert on Human Rights and Extreme Poverty, during her visit to Zambia on a mission to examine Zambia’s extreme poverty levels and to empha- size on the need to move from rhetoric to action, the Zambia Human Rights Com- mission (ZHRC), being a national human rights institution with the mandate to pro- mote and protect human rights in the country, would like to make the following comments (based on her observations) bordering on the following: a) The daily struggle for survival by people living in extreme poverty b) Government plans being translated into action c) The Constitutional Review Conference being a unique opportunity to bring Zambia’s legal framework in line with international human rights commit- ments d) Eradicating poverty by placing poor people at the centre of national policies, planning and distribution of resources or making the extreme poor a number one priority of the state budget e) Resource constraints of government and making donors to support so- cial protection programmes in Zambia f) Combating corruption to enhance government’s capacity to provide for people living under extreme poverty. (...) On a positive note, the omission notes that the government has realized that poverty can only be eradicated by placing poor people at the centre of national policies, planning and distribution of resources or making the extreme poor a number one pri- ority of the state budget. (...) As a primary duty bearer in promoting and protecting human rights, the government has put in place various pro-poor measures to spear- head economic development and to alleviate or eradicate poverty.

Unfairness has also been seen in the distribution of revenues from the sale of Iraqi oil, added to which have been the persistence of the United States of America and the United Kingdom in placing contracts on hold on imaginary pretexts, the bureaucracy in the way that contracts are submitted, an accumulation of the monies allocated for United Nations operational and administrative costs, the removal of vast sums for the reparations fund and inadequate financial management, as revealed in the report of the Secretary-General on the Office of Internal Oversight Services (A/55/436) in the section entitled “Office of the Iraq Programme”. (...) They were placed there in order to ensure that any suspension, if ever it were to take place, would have no substance or benefit for Iraq and would also constitute an arbitrary restriction of Iraq’s sovereignty over its economy and resources. (...) The United States of America thus absolves itself from responsibility for placing contracts on hold on the pretext of dual use by shifting that responsibility onto UNMOVIC.
