DECISIONS RELATING TO THE CONFERENCE OF EUROPEAN STATISTICIANS
Objectives
11. The main objective of the Task Force is to draft practical guidelines for measuring
circular economy, including:
(a) Definition of the measurement scope;
(b) Clarification of key terms and definitions;
(c) Identifying key statistics and indicators needed from the policy point of view;
(d) Identifying data sources for measuring circular economy, with particular
attention on SEEA and FDES;
(e) Describing the required institutional collaboration.
12. (...) (c) Contribute to strengthening coordination and collaboration of international
organisations: Early involvement of global and regional key players of measuring CE
(including academia) in the work of the Task Force will help to agree on the practical
guidelines (activity a), and contribute to the coordination and harmonisation of the CE-related
work of these organisations.

statistical offices in achieving national climate objectives.

REPORT OF THE WORKING GROUP ON ENFORCED OR INVOLUNTARY DISAPPEARANCES : ADDENDUM
The members of the Working Group who participated in this mission stressed during the
mission the humanitarian character of their mandate, with the main objective of assisting the
families of disappeared persons in determining the fate or whereabouts of their relatives.
(...) These guerrillas soon turned into a Marxist
movement whose objective was to overthrow the Government and take power. (...) During the various meetings held by the Working Group with both official and civil
society players, a constant cause of deep concern was expressed by all parties regarding the lack
of personnel and material resources to address the cases of disappearances which occurred
during the internal armed conflict.

for projects funded by the Global Environment Facility;

Composition and objective of co-financing
28. Mitigation projects that have been financed with GEF funds during the reporting period, from
September 1, 2008 to June 30, 2009, will leverage approximately $2.1 billion in co-financing. (...) Co-
financing can include finance for baseline activities which are essential for achieving the GEF objectives.
29. The objective of co-financing for GEF projects is to expand the resources available for project
implementation, since the limited financial resources of GEF have to serve the growing demand for
assistance; maximize and sustain their impacts by ensuring their success and local acceptance; and
demonstrate the commitment of the beneficiaries, counterparts and agencies.

ORGANIZATIONAL AND PROCEDURAL MATTERS : INFORMATION PRESENTED BY THE MALAWI HUMAN RIGHTS COMMISSION : NOTE / BY THE SECRETARIAT
It is critical that increased international assistance continues to be directed to Malawi
to support its efforts on ratification and domestication of international human rights
instruments and the concerted steps being undertaken by the Malawi Government and other
players to ensure full compliance by Malawi of her state party reporting obligations.
(...) Further, the limited utilisation of human rights based approaches in court
decisions and culture undoubtedly play a big role in fueling the marginalisation of women
and female children. (...) It is critical that increased international assistance continues to be directed to Malawi
to support programmes that the Malawi Government, MHRC and other players are
implementing directed at: educating the general public on issues of women’s rights, gender-
based violence and the relevant laws; capacity building of law enforcement agencies,
including through training to enable them entrench human-rights-based-approaches; law
reform and human rights monitoring and investigations.

REPORT OF THE WORKING GROUP ON THE ISSUE OF DISCRIMINATION AGAINST WOMEN IN LAW AND IN PRACTICE
The Working Group notes that at the time of its visit three separate anti-
discrimination bills had been under discussion for quite some time: the bill on equal
treatment in the labour market, whose objective is to combat discrimination, establish and
maintain equal treatment of persons in the labour market regardless of a person’s race,
ethnic origin, religion, belief, disability, age, sexual orientation or transgender identity; a
bill on equal treatment, aimed at ensuring equal treatment in relation to social protection,
including social security, health care and education, regardless of a person’s race and ethnic
origin; and a bill on equality in administration, whose purpose is to combine in one
legislative instrument the provision of administration in relation to equal treatment,
regardless of prohibited grounds, and in relation to gender equality.
26. (...) In particular, the above-mentioned report showed that all the main players in the
collapse of banks were men and that women were in a minority in politics, business, and
companies’ boards of directors, the media, bank owners, borrowers and the recipients of
grants.15 It also stated that men, who were the main players in the collapse, had acted in the
context of a masculine culture which was highly competitive and encouraged risk-taking.

In 2011, after the introduction of austerity measures, the economy of Iceland showed and
maintained the first signs of growth, allowing unemployment to quickly decrease. (...) Its role was to evaluate the ongoing impact of the
economic situation from a gender perspective with the objective of ensuring that actions
taken to strengthen the economy would reflect gender equality principles.
