IMPLICATIONS OF THE ESTABLISHMENT OF NEW HYDROCHLOROFLUOROCARBON-22 (HCFC-22) FACILITIES SEEKING TO OBTAIN CERTIFIED EMISSIONS REDUCTIONS FOR THE DESTRUCTION OF HYDROFLUOROCARBON-23 (HFC-23) :SUBMISSIONS FROM PARTIES
Consequently, Bolivia proposes to exclude HFC-23 mitigation project activities in all HCFC-22 facilities from the CDM, because it represents the best option available to avoid negative interference in the fulfilment of the objectives of the Montreal Protocol, integrally achieving the objectives of the CDM and promoting the ultimate objective of the UNFCCC. (...) Therefore, the establishment of new HCFC-22 facilities may have implications for the achievement of the objectives of the Montreal Protocol on Substances that Deplete the Ozone Layer. (...) For that reason, Canada has proposed a package of measures aimed at allowing HFC-23 destruction at new HCFC-22 facilities to be proposed as CDM projects, while managing the potential implications related to the achievement of the objectives of the Montreal Protocol. 2. General principles and considerations for the treatment of new HCFC-22 facilities In continuing discussions at the Twenty-Third Session of the Subsidiary Bodies in Montreal the objective will be to reach consensus on the means to address implications of the establishment, under the CDM, of new HCFC-22 facilities seeking to obtain CERs for the destruction of HFC-23 for the achievement of the objectives of the Montreal Protocol.

The climate change mitigation strategy for GEF-5 consists of six objectives. The first objective focuses on innovative technologies at the stage of market demonstration or commercialization where technology push is still critical. (...) The last objective is devoted to supporting enabling activities and capacity building under the UNFCCC. (...) While each of the six GEF-5 climate change mitigation strategic objectives addresses technology transfer, objective one (to promote the demonstration, deployment, and transfer of innovative low-carbon technologies) is closely associated with technology transfer pilot project funding.

The Strategy contains four strategic objectives to guide the actions of all UNCCD Parties, actors, stakeholders and partners and constitute the overall orientation for the period 2008–2018, including raising political will, accompanied by five operational objectives and their description.
