This problem cannot be resolved with short-term solutions and must be addressed with a broader, long-term perspective through the planning of infrastructure development. 2.1 .10.2 Different views were expressed regarding the policies and practices applicable to the allocation of slots at constrained airports. Some States favored slot rules that give preference to airlines from developing countries. Other States disagreed, emphasizing that slots should be allocated in accordance with the principles of non-discrimination and equal opportunity, as expressed in the IATA’s Worldwide Slot Guidelines (WSG). However, there is an urgent need to reduce an avalanche of applications for satellite ‘slots’, many for systems that will never leave earth. (...) This has been a boon for service providers and consumers alike but it has resulted in a densely packed orbital space neighbourhood and a scramble for desirable orbital slots. This rush for prime orbital real estate could well increase as new services such as third generation mobile telephony and proposed broadband access systems that envisage high-speed wireless connections through large constellations of rapidly moving satellites become a reality. (...) The problem of 'paper satellites' has been recognized for years, however, satellite operators have been reluctant to pay processing fees and some developing countries argue that fees contravene the international principles of fair and equitable access to orbital slots and the frequency spectrum that governs them.

System Capability: Specific Advocacy Positions Slots: • Our initial position is that the winter slot waiver needs to be extended to provide airlines the best opportunity to rebuild a schedule without harming their slot portfolios. We will conduct an analysis of the economics and operational realties related to this hypothesis and if proven to be correct, we will advocate strongly for the waiver extension to be granted in order to facilitate an orderly restart of operations. • Our position is that in these uncertain times, the Worldwide Airport Slot Guidelines (WASG) offer a system for at least providing some certainly in terms of how slots are allocated. This includes maintaining the recognized Calendar as the industry driver for the winter and summer schedules planning process. • Our position is that when and if slots become available within the restart process through industry attrition, they are distributed in a fair and transparent process aligned the WASG principles and policies, not allowing regional distortion or individual airport roles in reallocation.
