(...) Introduction
A process is underway in many developing countries to mainstream trade policies into the national development framework, notably the Poverty Reduction Strategy Paper (PRSP), which is the apex policy framework around which trade, agriculture and other sectoral policies are articulated. (...) In these cases, an improved approach to ensuring mainstreaming would be to follow a sequential approach whereby sectoral policies (e.g. rice policy) are formulated first, followed by trade policy that supports the sectoral policy (e.g. tariff, safeguards, incentives for rice).
