1. Does your country have regulations regarding the acquisition, possession and use of firearms by civilians? (...) One of the conditions of a firearms licence is the secure storage of all firearms possessed by the licensee. The security requirements are enhanced for possession of pistols, MSSAs and restricted weapons. (...) What sanctions, if any, does your domestic legislation provide for:

Pursuant to Section 10 of RA 10591, only small arms may be registered by licensed citizens or licensed juridical entities for ownership, possession and concealed carry.
Yes, there are limits on the number of firearms that civilians may possess. Pursuant to Section 9.1 of the IRR of RA 10591, a qualified individual based on the findings and recommendations of the FEO may be issued any of the licenses hereunder mentioned:
a) Type 1 license – allows a citizen to own and possess a maximum of two (2) registered firearms;
b) Type 2 license – allows a citizen to own and possess a maximum of five (5) registered firearms;
c) Type 3 license – allows a citizen to own and possess a maximum ten (10) registered firearms;
d) Type 4 license – allows a citizen to own and possess a maximum of fifteen (15) registered firearms; and
e) Type 5 license - allows a citizen, who is certified gun collector, to own and possess more than fifteen (15) registered firearms.

While in some societies such measures may have yielded positive results, in others the possession of firearms as means of self-defence is regarded as a legitimate individual right. (...) As a matter of fact, a lack of control in the civilian possession makes easier the illicit trade though borders.
(...) PROPOSAL
Considering the amount of deaths caused each year by small arms and light weapons in possession of civilians, its humanitarian cost, the lack of an international regulation that establishes guidelines for civilian possession of firearms at national level and the importance of the subject in the correct implementation of the Program of Action, it is proposed to the Review Conference to promote the adoption of a declaration of principles about the national regulation for firearm civilian possession that contains, inter alia, the following elements:

Private security companies do not possess legal authority to acquire, possess or use firearms under the prevailing Act and Regulation. However, the Act and Regulation do
not restrict any person who has lawfully possessed the arms or ammunition for private
use from selling them to any other eligible person who is not prohibited by the existing
law to possess such arms or ammunition.

Illegal reproduction of a literary, scientific or artistic work, audiovisual work or a
phonogram, (including computer software and databases), import, export distribution,
transportation or possession for commercial purposes of infringing copies, if the total

based on the retail prices of legitimate copies) equals the amount of at least 100

The manufacture, possession, transportation or distribution for commercial
purposes of goods marked with a trade mark or service mark identical or confusingly
similar to the trade mark and service mark protected by law, as well as reproduction, use,
possession, transportation or distribution for commercial purposes of a trade mark and
service mark (units of the mark) protected by law, without the authorisation of the holder
of the trademark and service mark -
shall be punishable by imprisonment for a term of up to 2 years or a fine.
(...) Article 3212 shall be supplemented with paragraph 5:
“The act provided for in paragraph 2 of Article 308 of this Code shall be considered
committed on a large scale where the number of illegally manufactured, possessed,
transported or distributed items of goods exceeds 1000 or where the number of illegally
reproduced, used, possessed, transported or distributed trade marks and service marks
(copies) exceeds 10 000.

Physical and legal entities may purchase and possess weapons of category B, C and D.
It is not limited the number of weapons in the possession of physical entities.
6. (...) He/she shall be issued a firearm license to possess weapons for personal security and weapons licence for possession and carrying of weapons for hunting and sporting weapons, with a validity of ten years.
