INTRODUCTION 1.1 With the quick development of the battery-powered vehicle industry, more and more vehicles, such as bicycles and scooters powered by lithium batteries, are shipped by air. 1.1.1 In the 2017-2018 Edition of the Technical Instructions, vehicles powered by lithium batteries only are classified as UN 3171 — Battery-powered vehicle with Packing Instruction 952 assigned to the entry. 1.1.2 When lithium batteries are packed with equipment, they are classified as UN 3481 — Lithium ion batteries packed with equipment with Packing Instruction 966 assigned to the entry. 1.1.3 With demand for an increase in the vehicle’s maximum mileage, some vehicle manufacturers will ship the vehicles with one or two spare batteries packed with the vehicle, while the International Civil Aviation Organization WORKING PAPER DGP-WG/18-WP/25 12/9/18 DGP-WG/18-WP/25 - 2 - vehicle is already installed with the battery for its operation. What was not addressed in the change to Packing Instruction 952 at that time was the inclusion of some text to require that these small battery- powered vehicles must be protected against inadvertent activation. 1.2 Since DGP/25 there has also been some discussion around the carriage of battery powered vehicles such as e-bikes where the shipper removes the lithium ion battery from the e-bike and then packs the battery in a separate packaging which is then packed with the bike in the same outer packaging for transport. In this case the classification would change from being UN 3171, battery- powered vehicle to now become UN 3481, lithium ion batteries packed with equipment. (...)
