In the very report, the mandate on the A/HRC/22/G/12 3 GE.13-11863 human rights of IDPs of the Human Rights Council in his conclusions and recommendations has rightly pointed out to the voluntary return as the preferred solution for the majority of IDPs in Azerbaijan and renewed his appeal to the international community to strengthen their efforts to achieve a peaceful solution to the conflict between the Republic of Armenia and the Republic of Azerbaijan and implement the UN Security Council resolutions calling for the withdrawal of occupying forces and secure the return in safety and dignity of displaced persons to their places of origin.

The Special Rapporteur preferred to overlook the active involvement of the Palestinian leadership in instigating incitement and supporting suicide terrorism and attacks on innocent Israeli civilians, in children's summer camps, in mosques, in their public statements to the media, and in local ceremonies, such as the recent notorious football tournament held by the Palestinians in memorial of their suicide bombers ("shahids"). (...) Such complaints are carefully examined with a view to reaching a solution in agreement with the appellants. In cases where this is not possible, there always remains the option to directly petition Israel's highest civil instance, its Supreme Court sitting as High Court of Justice. 14.

The Implementation Programme for the National Strategy deals with refugees only, while the Strategy focuses primarily on return to Kosovo as the preferred solution for IDPs. Both the Law and the Strategy fail to address the rights of IDPs during displacement, such as housing, employment, regularization of status or access to pensions and health insurance for the displaced. 18. (...) He also commended the new Refugee and IDP Strategy, which not only foresees return as a solution, but also integration in Montenegro or resettlement in third countries.

The Tarawa Water Master Plan: 2010-2030, supported by the Asian Development Bank, AusAID and the New Zealand Aid Programme, citing an assessment that was carried out, indicates that desalination is the most cost-effective solution only if it can be managed and maintained over a period of longer than 10 years. (...) A/HRC/24/44/Add.1 11 GE.13-15310 and sustainable for a country with a gross domestic product (GDP) of US$ 163 million. An ideal solution would consist of a combination of investments aimed at (a) increasing the country’s water harvesting and storage capacity; (b) boosting the protection and conservation of groundwater sources; and (c) prioritizing the substantial reduction of leakages and other losses of piped water in South Tarawa. (...) In the late 1990s, more than 150 composting toilets were constructed on Christmas Island by AusAID, but they did not operate well and the community preferred flush toilets. A composting toilet is a dry toilet; in such systems, organic solid waste is decomposed in moist conditions, producing humus.
