In fact, with the above mutually agreed arrangement, the way was paved for a solution of the Cyprus question on a bi-communal, bi-zonal federal basis, the aim which the Secretary-General of the United Nations through his mission of good offices, is trying to foster.

I am not suggesting that peace is the only solution to the problems of development. However for many countries suffering from either ongoing armed conflicts or their consequences, maintaining peace and promoting of tolerance culture is the necessary precondition for protecting people’s fundamental human rights and freedoms, including the right to life, as well as ensuring sustainable development and successful poverty reduction actions. I would also like to invite all states, international organisations and the international community to join their efforts to facilitate reaching of peaceful solution of all long term armed conflicts including the Nagorno Karabakh war with the aim to promote the establishment, maintenance and strengthening of international peace and security because durable solutions of problems of human rights, poverty and sustainable development can be achieved only in the conditions of peace and stability. -----

The exploration of complaints received by the Commissioner on violation of the rights to education showed that the wider the coverage of problems, the more complicated their solution. These issues have an impact on rights and interests of more poorly protected category of population, i.e children. (...) Taking into account the fact that majority of children returned to families encounter financial hardships, the Ombudsman office with the purpose of partial solution of this problem collaborated with the SOS Children Village Association and within the framework of “Strengthening Family” Project, every month 11 children from 6 families are provided with food. A/HRC/26/NI/1 8 GE.14-04274 Considering the importance of Lantus medication for physiological and psychological development of children with diabetes, the Ombudsman applied to the Ministry of Health asking to facilitate the solution of existed problem in this field. By taking into account Ombudsman’s appeal, Lantus medicine, reducing the level of sugar, was included into relevant list and since 2009 has been given to patients free of charge by the Ministry of Health.

Finally, the former Representative stressed the need to find a lasting and peaceful solution to the conflict.1 7. At the time of the Representative’s visit, 686,586 persons (176,258 families) from Nagorny Karabakh and seven adjacent regions were registered as displaced by the Government.4 These figures include descendants of internally displaced persons born in displacement and who have the right to acquire the status of internally displaced person.5 Given an overall population of about 8.5 million, Azerbaijan thus continues to suffer from one of the highest proportions of displaced persons in the world. (...) The attention of the United Nations to the issue of internal displacement in Azerbaijan goes back to the early 1990s, when the Security Council demanded the immediate cessation of hostilities and the withdrawal of occupying forces and urged the parties concerned to resume negotiations immediately for the resolution of the conflict within the framework of the peace process of the Minsk Group of the Conference on Security and Cooperation in Europe and refrain from any action that would obstruct a peaceful solution of the problem (resolution 822 (1993)). In its subsequent resolution 844 (1993), the Council reiterated its demand for the immediate cessation of all hostilities and the withdrawal of occupying forces.

The OIC General Secretariat further referred to the resolutions and decisions of the Organization of Islamic Cooperation and the Organization for Security and Cooperation in Europe which supports a peaceful solution to the conflict on the basis of sovereignty, territorial integrity and inviolability of the internationally recognized borders of the Republic of Azerbaijan. (...) Norway supports the territorial integrity of the Republic of Azerbaijan and the efforts of the OSCE Minsk Group to facilitate a peaceful solution to the Nagorno- Karabakh conflict. (...) It is taken as an attempt by Armenia to hamper the ongoing negotiation process for finding lasting solution to the Nagorno-Karabakh conflict through peaceful means.
