A concerted and coordinated approach among the international community and national authorities, that would address the housing needs of all IDPs, as well as access to livelihoods and income-generating activities, would go a long way in improving the living conditions of many IDPs and, for some, in finding a durable solution. V. FINDING DURABLE SOLUTIONS A. General remarks 34. (...) Moreover, authorities have an affirmative obligation to facilitate the integration of IDPs into the social, cultural and economic life of the community, regardless of the solution chosen. 36. Substantive conditions necessary to sustain any durable solution include: (i) physical security, (ii) full protection of the law, specifically non-discrimination on the basis of prior displacement; access to national and local protection mechanisms including police and courts; restored access to personal documentation; and access to property restitution or compensation mechanisms; (iii) matters affecting the ability of IDPs to (re)integrate economically, socially and A/HRC/8/6/Add.4 page 13 culturally, including access to shelter, livelihoods, and basic services.

In the very report, the mandate on the human rights of IDPs of the Human Rights Council in his conclusions and recommendations has rightly pointed out to the voluntary return as the preferred solution A/HRC/22/G/12 GE.13-11864 3 for the majority of IDPs in Azerbaijan and renewed his appeal to the international community to strengthen their efforts to achieve a peaceful solution to the conflict between the Republic of Armenia and the Republic of Azerbaijan and implement the UN Security Council resolutions calling for the withdrawal of occupying forces and secure the return in safety and dignity of displaced persons to their places of origin.

The Tarawa Water Master Plan: 2010-2030, supported by the Asian Development Bank, AusAID and the New Zealand Aid Programme, citing an assessment that was carried out, indicates that desalination is the most cost-effective solution only if it can be managed and maintained over a period of longer than 10 years. (...) On the other hand, a solution has to be found that is financially viable and sustainable for a country with a gross domestic product (GDP) of US$ 163 million. An ideal solution would consist of a combination of investments aimed at (a) increasing the country’s water harvesting and storage capacity; (b) boosting the protection and conservation of groundwater sources; and (c) prioritizing the substantial reduction of leakages and other losses of piped water in South Tarawa.

A profoundly divided world was a world condemned to suicide, and for that reason the only solution consonant with the Charter was international co-operation to preserve peace and security and transform the existing world society into a genuine international community. 19. His delegation, for its part, preferred a flexible and multidimensional approach aimed at maintaining the continuity of the legal work and establishing a correlation between that and other specific efforts to ensure the effectiveness of the principle of non-use of force. (...) Codification, however, was not an end in itself, and the development of norms would be a sterile intellectual exercise if they were not applied. The solution to the problem of non-compliance with the obligations laid down in an earlier treaty should not be sought in the drafting of a new treaty.
