The UNDG will develop operational guidelines that provide more detailed guidance to UN entities,
Resident Coordinators and UNCTs on how the proposed approach for UNDS country presence and related
criteria to be applied in-country.
(...) Resident coordinators, through their RCOs, should be able
to draw on the expertise of these entities, including those with only a global or regional presence. It is not
expected that these entities establish new or further country presence.

Summary Brief Pacific Small Island Developing States (SIDS) Joint Presence Office model
March 2016
UN Joint Presence Offices (JPOs) were established in 2008 in nine Pacific SIDS1 reporting to the Resident Coordinator (RC) based in Fiji. The JPOs are a response to the demands of SIDS in the Pacific for enhanced substantive support for the development challenges that the SIDS are facing while at the same time ensuring a cost effective alternative to full UN presence in each country.
The Joint Presence Office model is unique and has the potential to be replicated in other SIDS regions and multiple small country contexts as a cost effective mechanism for strengthened UN coordination, liaison and delivery.

Whilst the UN has a commitment to maintaining its UN office country presence and approach, there could be reluctance on the part of some host governments to fully embrace a JPO model if they felt the approach would not allow for a full UN country presence, full capacity and engagement reflecting the unique needs of their SIDS.

The Web measure Index is based on a five stage model comprising Emerging presence, Enhanced presence, Interactive presence, Transactional presence and Networked presence. (...) Another important but independent index that is measured by the UN survey is the eParticipation Index which assesses the quality and usefulness of information and services provided by a country for the purpose of engaging its citizens in public policy making by assessing • Institutional capacity, leadership role and support for participatory decision making for public policy • Structures to facilitate citizens’ access to public policy dialogue
Some of the main findings of the survey were: • Sweden, Denmark, Norway, USA and the Netherlands are the top 5 nations in 2008 survey • The global average eGovernment readiness index increased from 0.4267 in 2005 to 0.4514 in 2008 • Out of the 192 UN member nations only 3 – Zambia, Central African Republic and Somalia have no online presence • Republic of Korea, ranked number 6 in the world is the highest ranked country from Asia followed by Japan at 11 • Government back-office integration and process re-engineering is increasingly being undertaken • eGovernment is promoting eParticipation through provisioning information for masses, facilitating eConsultation and using inputs from citizens in decision making

IFAD’s Office of Evaluation re cently evaluated the FPPP, covering also the other forms of country presence established by the Fund i n the past, such as the outposting of country progr amme managers (CPMs) and ‘proxy’ field presence i.
(...) Finally, the evaluation concluded that the question is not whether IFAD should or not enhance its country presence, but rather focus on determining the most cost-effective form of country presence that the Fund should pursue in the future. The evaluation was not able to provide a bold indication of the most cost-effective form of country presence, and therefore could not recommend mainstreaming IFAD country presence arrangements for the time being across the board.
