In its 1996 federal budget, the Canadian government announced a plan to transfer administration of most of its housing programmes to the provinces and territories. (...) Human rights legislation in Canada affirms that equality for disadvantaged groups often requires governments or private actors to adopt positive measures to address the needs of disadvantaged groups. (...) Despite increases in homeownership, recent private sector surveys have also pointed to growing affordability problems for this category.22 44.

Prominent recent incidents include the massacre in the Philippines, in November 2009, of 57 relatives and supporters of a gubernatorial candidate by a rival candidate’s private militia; the death of at least 1,113 civilians in post-election December 2007–January 2008 protests in Kenya; and the killing of protesters by police and militia forces in the Islamic Republic of Iran following contested elections in June 2009. 3. (...) This is even more so for killings in the context of protests. Killings between private citizens in the midst of protests may be better explained, for instance, by the complex dynamics of crowd behaviour or mob violence. (...) • Change in voter preferences or voting patterns. • Population displacement.

It has been estimated that one out of four older women living in private households in Austria are victims of violence and abuse, of whom 4.5 per cent are victims of frequent and multiple forms of violence. 8 In cases of emotional and sexual abuse and the violation of personal rights, the perpetrator was most frequently the partner or spouse, whereas in cases of neglect and financial abuse, it is the children or children-in-law who are most frequently involved. (...) About 98 per cent of persons aged between 65 and 80 live in private households. 32. Austria provides a rich variety of housing options for older people, including mixed and designated communities, age-adapted homes and flat-sharing concepts. (...) In 2007, Austria adopted the Home Care Act, 20 which provides a legal framework for 24-hour care for care-needing people in private households. This was an important improvement to formalize services mostly provided __________________ 19 The Law on the Quality of Health Care Services of 2005, for instance, guarantees cross-sectoral quality.

In his meeting with the Director of the Language Inspectorate, the Special Rapporteur was informed that the Inspectorate focuses its supervision activities primarily in the public sector, but also monitors private companies that have direct contact with customers. (...) The Director of the Language Inspectorate also explained that the Inspectorate regularly visits public and private institutions in order to assess whether the language level of employees is compatible with the requirements of their position. (...) The Russian-speaking community perceives the existing language policy as an attempt to suppress Russian as a legitimate minority language in the country, not only in public affairs, but also in the private domain. The role of the Language Inspectorate and its mandate to conduct language oversight in public and private institutions was strongly criticized and referred to by some interlocutors as a “language police”. 58.

Outside the main cities, transport is provided mostly by marshrutka (private minibuses), which are not necessarily suited to persons with limited mobility, and in some regions there is no public transport at all. (...) In addition to the monthly basic pension, internally displaced persons, whether living in a collective centre or in private accommodation, receive a monthly allowance. (...) There are also several private institutions providing residential care to older persons that are funded by the State.
